[Resolved]  Pune Municipal Corporation — No Parking Zone | PMC is collecting improper fine

Address:Pune, Maharashtra

-- No Parking Zone | PMC is collecting improper fine --

Reason: Parking vehicle in a "No Parking" zone
Incidence happed at: Kalyani Nagar, opp. Kalyani Veg Restaurant.
Time: 9pm onward

Collection done by: Zonal office
Collection “officer” (so called) from: Hadapsar zonal office

Incidence: I parked vehicle in a "No Parking" area after 9 pm. Immediately within 2-3 mins 2 guys came and locked my vehicle using Jammer.
Said: this is a no parking area and you have to pay fine for this. No Parking board is placed by PMC office so they can collect the fine…
His colleague said, “don’t fight sir we will do settlement”.

I asked for his identity card. He shown me the one (something kind of fake - xerox) his colleague doesn’t have any ID proof. They had a pink slip fine book with them.
I am not sure whether they are allowed to collect money against Traffic Rules and if yes then what are the timings, what is the exact fine?

This guy forcefully collected Rs. 100/- from me to remove jammer and threatened - if not paid then your vehicle will be towed to PMC office.

Fine they are charging:
For cars
At the spot: Rs. 500/-
If towed to PMC Premises: Rs. 1500/-

For Two-wheeler
At the spot: Rs. 200/-
If towed: Officer was unable to answer

Settlement Amt.: Rs. 50 – 300/-

Though it is not acceptable, I believe Pune RTO is charging reasonable fine…

Where I should raise a complaint?
PMC should spread awareness using hoardings or advertisement in newspaper, etc.

Yes! Very true.
This is not the one case but it has became a routine.
Actually the fault is not with those guys but the officers who are forcing them to collect fine, perhaps.
They go to any juice/fast-food stall, eat what they like and moves on without paying any money for the sake of protecting them.

What i am writing can be proved anytime anywhere.
And i don't think, the PMC officers can not do so.
Just park your vehicle in a no-parking zone. wait to get your vehicle locked by PMC guys. Offer them a green-patti (Rs 100 note). and see the result.

I don't know why they have joined PMC. The beggers community earn more than what they are earning...
Same incident happened with me today also, 1 hrs back, around at 1.30 PM when we had been to Kalyani Veg for lunch. Just immediately after I get out of car, 2 guys came and put jammer on my car in front of me. They don't even tell me that this is no parking zone. Same story, pay 500/-, and if they tow it to Office, then charge will be Rs1500/-. Don't know if they are permitted to do so or not. I asked for ID proof to the guy and he showed me. His name is Viratdar Dattatray. I have his employee detail and I will go to PMC to enquire about whether he is an employee of PMT and is eligible to collect fine.
Very true...

Prabeen,
I have raised this complaint with RTO, Pune

I would require employee details of this person and his colleague, if you have.
If they are collecting improper fine then RTO/MNC can take some action.
Its nice to see that there are few people STILL live with their moral values. They are honestly supporting the system towards the correction unlike those who only knows how to complain about the system. It's fine:) I even do not want any support from the DEAD PEOPLE.
Pune RTO sucks I had park my bike outside a chemist shop in a less traffic area in saluke vihar, they came and picked up my bike when I caught the bike they told me to leave it and treathen me, in they end they took 500 bucks from me I want to complaint (this was the bhairoba nala police chowki, the cops are damm robers., even the cop on duty acted dumb this happened on 28 June 2010, Its no use in our country the cops are all corrupted.
News: Illegally locking vehicles using Jammer
Source: Local Newspaper
Dated: 2nd July 2010

A month back Respected Mayor of Pune had given orders to cancel rights of contractors for
1. Pay and Park for Two wheelers
2. Locking four wheeler using Jammer

But due to the lack of coordination between PMC and contractors, orders are not implemented yet and contractors are still collecting above charges/fine from vehicle owners.

"Haven't received any letter from Municipal Corporation"
- "Laxmikant Bulbule", Contractor
Municipal Corporation has given us right to lock the vehicle by using Jammer. but we haven't received any cancelation letter. If that was the case then how Municipal Corporation can give "Fine Charges" handbook? we have collected this handbook by paying Rs. 12000/- in advance. We filed this case in the Court and till the time court takes any decision, our rights will remain as is.

"Contractors don't have rights to lock vehicles using Jammer"
- Mr. Bonala, RTO
By order of Respected Mayor, notice has been sent to all the respective contractors but still if any contractor is collecting fine using Jammer then action will be taken against them.
I enquired at Municipal office about the employee detail of the person who jammed my car. He is not an employee of PMC. The employee detail is given by the contractor Dattaram to his men. PMC has nothing to do with it.
I had recently parked my vehicle on FC road and it was neither on the footpath, nor on the road but in the parking space provided by the Levi's outlet. When I returned from shopping my bike was gone and when inquired I was asked to go to the so called depot near modern college, where the keep vehicles. There a person asked for my documents which were present with me except the insurance papers, which i told him are there with me. The person saw my name "A. Khan" and said "Bhai, tu jaa abhi, sare documents leke aa tab hi gaadi milegi."

Is it a crime to be a MUSLIM rider in Pune?

Later I was asked to pay 300 for my vehicle.
GUYS HIGH TIME INDIANS UNITE..COME OUT OF YOUR COMFORT ZONE..MAKE A GROUP AND FIGHT FOR OUR RIGHTS!!! FUNNY HOW COWARD ARE WE!!!
