DGCA — Covid cancellation rules

Why is dgca framing rules which is allowing airlines to not refund passengers for flights that were cancelled due to covid related lockdown? Why are airlines forcing passengers to postpone flights - not practical when this is part of vacation? Why has dgca framed rules for refund based on when ticket was booked? Why are passengers who booked earlier being penalized with cancellation charges

civil aviation ministry has advised airlines to refund ticket costs to the consumer for cancelled air travel on account of corona virus and lockdown announcement by the Government. However, Goair are refusing refund.
GOAIR CANCELLED THEIR FLIGHT G8-120, FOR WHICH I HAD BOOKED A TICKET. I had been contacting them by email and through their call center, until 17th May, but they had not even bothered to inform me about their flight cancellation, even by SMS. As per terms of the ticket booked and their citizens charter:

as given in page 3 of the same, I am entitled to a full refund of the ticket amount of Rs.9196/ less Rs.720 8476/ paid by me. My initial representations to GOair for refund has met with resistance and I have been offered with a credit shell facility, to be utilized over the next year. But I am re appealing to you against this offer, for the following reasons:

a. I am 65 years old and diabetic
b. I am not sure, with the current pandemic situation, when I will be able to travel next
c. SpiceJet and Indigo have offered me full refund because of these reasons as a special case(I can forward their refund emails to you, if you require)

In this connection I had lodged a complaint on the DGCA website on 22nd may 2020, for which I received no satisfactory disposal but a routine forwarding of an email from Goair refusing refund. and the case is showing as closed on the website. I even endorsed a copy of this email to the CVO, DGCA, so they can enquire how the case was closed without positively looking at a common man's complaint against a giant corporate airline and to give me proper justice. But no response. No response from PMO also. who is the appellate authority to resolve complaints against officials of DCA itself?
