Indian Railways — Charging fine

Dear Sir,
I carried a small 32" LCD TV(94cm x 20cm x57.5cm) from Kovilpatti to Bangalore South Station in Train number 06235 dated 12 JULY 2021 . whether it requires any booking for carrying such a small TV of 12.4 Kg? Railway charged 765 Rs as fine for the same([protected] BA 527141 i believe it is my legal right to carry a small tv with me.
