Indian Railways — non allotment of lower berth to senior citizen ladies

Every time i have travelled by train, lower berth is never alloted, even to a 60+ woman. We even travelled as a group of ladies, with senior citizens, but no lower berth was given, all upper and middle. Even i was pushed to the other compartment upper berth there too. It was such an embarrassment trying to climb up with all men in that place. Nowadays nobody wants to exchange their berth. Why couldn't the lower berths in the compartment we were travelling in be alloted to us, when it was given to two young boys? This should be strictly seen to automatically while ticket is booked! More than concession this is important.
