Indian Railways — non availability of water in train toilet

On 12 oct 18 i boarded the 13150 kanchan kanya exp at dalgaon. I found there was no water. A complain was lodged with tte and he assured that by midnight the problem will be resolved. However nothing was done. I again lodged a online complain. Railways only replied that the problem existed in the originating station (Alipurduar). Nobody was held responsible. There is no other service provider. Hence passengers will always suffer like this.
