Indian Railways — Passenger facilities, quality of coaches and cleanliness of toilets in ac 2 tier

Kolkata to jammu tawi express train 13151 on 25th dec is the worst 2nd ac coach i have seen railways provided so far.
The 2nd ac coaches looks more poorer and dirty than basic 3ac coaches in other railwsys like se railways.
The toilets done have basic sanitaions etc. Dont know why i paid 2ac fair for this service
