Indian Railways — Train getting delayed

On 21st November 2021, I was traveling from Raipur to mumbai where I have booked two connecting trains. Due to my 1st train got delayed by 4:30 hrs. I missed my other train also. The their is no one from Indian Railway who can help me on this issue.
Due to this I got loss of Rs. 4000/-.

Will Indian Railway return my money???
