Indigo Airlines — No option to use travel vouchers

For 2 passengers travelling with PNR C2BLTV, 2 vouchers each for R.s 5, 000 were issued. But I am trying since 1 month. But no option has been given in booking for use of these vouchers. If it was given only for publicity, why they were issued to harass passengers.
