Dear sir/ma'am
I was issued a challan for my scooter (challan no MUCCM[protected]) on the night of 6th november-7th November at 12:52 am for parking on 4, Dr. M. B. Raut road, Prabhat poultry lane, Shivaji park, Mumbai-28, outisde my residence. .
I believe the challan was wrongly issued and I would like to explain why
I had parked between two cars outside my house where I have been parking since I bought the vehicle.
There were 2 reasons mentioned for the challan and I would like to dispute them individually
1. Obstruction to flow of traffic:
I had parked in between 2 cars in a lane which is a dead end(ends on the beach).
At 12:52 am there was no traffic. There are cars parked by residents of this lane in the entire length of the lane but how is it possible that only
my scooter was causing the problem?
I have attached photographic evidence taken in daytime and the next night too.
That same evening a construction truck for the BMC work going on came and passed the entire lane and my scooter did not obstruct them so it is not possible for a car to get obstructed. The scooter was not jutting out and was parked at the same width of the car. There were gates on either side of the building where the cars could reverse and leave no car was being obstructed from leaving. I have attached photos of the same.
Our family scooter has been parked there since the last 30 years and never once has there been such a problem.
2. Disobeying a police officer
I would like you to note that I have never been stopped by a police office since I began driving. At 12:52 am I was fast asleep in my house so it is impossible for me to have even met a police officer, let alone argue or disobey one. My entire family was asleep and was shocked to see this issued in the challan.
I work in the COVID ICU of Sion hospital and I often come back late as per my shift. But I have never faced this problem. I was told by multiple police officers that it may be because some people may be sitting on my scooter drinking alcohol and the police officer assumed the scooter was owned by them and issued a challan. I refuse to pay a penalty for crimes committed by strangers. It is not my fault if people sit on strangers scooters to consume alcohol in the middle of the night.
As you can see in the attached video, my scooter was not obstructing anyone, it was a dead end lane and it was parked outside my building (Vinay kunj).
I went to Dadar police station, Parel traffic police cell, Shivaji park police station and Worli traffic police headquarters but my problem still could not be solved. Despite multiple attempts of searching, no police office could even find the name of the officer who issued the challan. I was told to pay it off but I refuse to pay for something I have not committed. I greatly respect police officers and the fact they I am accused of disobeying one is atrocious and unbelievable.
This has caused great distress to me and going to multiple police stations and trying to find the solution has taken a lot of time but no solution was found.
I request you to review my problem, the evidence submitted and resolve it as soon as possible.
