National Institute Of Open Schooling — poor servers compelled payment twice

Sir/ madam,
This is with reference to my previous complaint with the same subject dated 1st oct, 2017. I have made payment twice for myself only (Bhawana pradhan sarkar) for admission to dled course under nios on 1st of dec due to poor servers. Citrus pay has responded to it and confirmed receipt of payment twice with a message saying "your transaction id's ctx[protected] and ctx[protected] processed on[protected] for rs. 4553.10 each are successful transaction."
And asked me to reach the merchant site/mail ([protected]@nios.ac.in, [protected]@nios.ac.in) with the following details-
1. Application of student/ learner (Signed by the candidate)
2. Scanned copy of nios web page mention reference number or roll number
3. Copy of bank/card statement
Since then i have been trying to reach these two mail ids alongwith the following mails - [protected]@nios.ac.in, [protected]@nios.ac.in, but no one has responded till date. Forget about the refund. Its just a small amount of rs. 4553.10/- for nios but a big amount for me. Why is that no one is replying from nios? Citrus pay has solved it by saying talk with the merchant and thats it. No one is bothered to refund or even reply even after repeated mails sent to them. Since 16th oct i have sent 5 mails to them but to no avail. Are they so busy?? When will i get my refund? For all the details i mean my mails, forwarded mails, other bank details plz let me know how to reach you. Plz help!!

the date written was incorrect in the second line. it should be "I have made payment twice for myself only (Bhawana Pradhan Sarkar)for admission to DLEd course under NIOS on 1st of October
due to poor servers."

Its been 17 days I have raised a complaint and you have forwarded but still they don't bother to reply. from 1st of Oct its been 2 months and 18 days in total i have been waiting for the Rs.4553.10/- but no one responded positively. I mean what is wrong? Its just card transaction not cash. Its very easy to refund any extra amount paid. IS THERE ANY ONE WHO CAN HELP ME GET BACK MY MONEY??????
Its been another 16 days but no one responded.do you guys really work or still having New year party hangover? it seems private organisations serve better than GOVERNMENT sites.
4months have passed since I have paid extra and asking for refund. Still no one responded from the merchant site i.e, NIOS. PLZ PLZ anyone kindly HELP!!
