National Payments Corporation of India [NPCI] — i am getting sms to my mobile that the lpg subsidy is transferred but failed.

Dear sir,
I am p ravinder and my lpg subsidy is not getting to my icici bank account. And also ia am getting sms as the subsidy transferred to your account but failed.
Since the inception of the subsidy i was getting this subsidy to my icici bank.
Then after the some months i am getting into my baroda bank. But the baroda bank is not near to my residence and also i did not know the transfer of this subsidy. This is came to my knowledge after 7 months. And also in the baroda bank i did not have the min. Balance all the subsidy amount has been taken by this baroda bank as no min. Balance fee. Then i cancelled my baroda bank account. And the after i gave the icici bank account to my lpg distributor. And also to icici bank.in this process my lpg distributor is saying that the icici bank takes this issue and link to ncpi. The bank saying that you contact the distributor.
So please link my lpg subsidy to my account in icici bank. My
