Paytm Mobile Solutions — non refund of rs 767 for landline bill on dated[protected] as service was not provided through bhim upi

I did not get service of paying bill of rs 767/- of bsnl landline on[protected] and got message that the said money has been transferred to [protected]@icici.
Now when i asked to refund the money, i am asked to pay rs 15000/- for [protected]@ybl. So disgusting. Making fool of public. Sending this in media
