Railway Recruitment Board — application fee refund

Sir i submitted rrb online application to rrb bangalore board and amount paid through debitcard 250/- on 18 march 2018, amount debited but transaction shown to me unsuccessful, again i paid 250 amount and submitted application. But there is no refund generated for the first transaction from your side for this i consulted the bank but they said to me merchant transaction successfully received. So you have to consult merchant only. Please rectify my problem
