Shine.com — Not deleting my account data

I have sign up on shine.com hoping to get a job but soon I find it frustrating and spam so I tried to delete my account but there is no option to delete your account on their website.
I tried sending them mail but they responded "Please note you only have the option to make your profile inactive. As per policy, we are not allowed to delete the data."
Why I can not delete my own data from a 3rd party website?
then I tried to delete my uploaded information like resume, mobile number etc. but I can't do that either I have to upload a new resume or verify new mobile number to delete old, why is that? can't I simple delete my some information myself.

and even after removing my email from email subscription list they send me emails regularly.

I want to file a complaint against them.
