State Bank of India — Debit card fraud transactions without OTP on many websites

My Fathers SBI account has fraudulent transactions of worth 24000/- Rs. They called him saying they are from RBI bank and told him first 12 numbers of his debit card number. And further enquired about the other details saying banks system is being updated.
