Subject: Complaint against Misdemeanors and corruption of Assistant Controller of Examination, Mrs. Shivakami.
Sir,
I, Amtesh Kumar Singh, am the coordinator of DVS Institute, Faridabad and DVS Institute, Haldwani, which are authorized study Centers of Vinayaka Missions University with Center code HR041 UL007 respectively. I am running authorised study Center 2006 and till now has enrolled thousands of students in various distance education courses run by Vinayaka Missions University. To an estimate I have already paid about 5 crores o[censored]niversity fees of various students. But during all these years the University staff has not settled my accounts despite repeated requests by me. The accounts department is showing artificially inflated dues against my centers at the instance of Asstt. Controller of Examinations, Mrs. Shivagami which are exploited to extort extra money in bribes by her. Every time my results are withheld, hall tickets are not issued, marksheets are not issued, provisional certificate are not issued and other works are held up till I pay handsome bribes to Mrs. Shivagami. She even takes recourse to failing students in some subjects if her demands are not met. To avoid backlash by the students and to avoid unhealthy situation which could take a serious turn, by now I have paid Lakhs of rupees each year in bribes to Mrs. Shivagami in addition to the regular University fees. Still I am facing a lot of difficulties in getting my hall tickets/ results decaled/ mark sheets/ provisional/degree certificates. And the demand by her is ever rising. As the University has now closed the further admissions and number of students are reducing every semester, her demands have now reached enormously now. I have already written a letter to you in this regard but unfortunately no action has been taken.
Every year I have to spend months together in Salem just to get my works done which are done in piecemeal only after I satisfy the greed of Mrs. Shivagami. She has shown pending dues against my center even against those students where already NOC have been given and marksheets have been issued. Every time more than paying the University fees I have to bribe to her which run in Lakhs of Rupees. I may mention that not only my center she has been taking bribes from hundreds of centers all over India and by now she might have collected more than ten crore of rupees in bribes just by harassing these centers and forcing them to pay money to her. We have to satisfy her needs when she intentionally withholds hall tickets just before examination or do not issue marksheets for years after declaring the results. As the students keep on pressurizing us for their works and even threaten to physical violence or legal action and sometimes even threaten to commit suicide if their careers are spoiled due to non issue of mark sheets. Facing these severe adverse conditions created by her, I and other hundreds of centers have to always meet the unjustified demands of Mrs. Shivagami. I may even like to mention that I have two small kids under four years of age but to get my works done I have to stay more than six months an year away from my residence in Faridabad just to get my works done from her, but her needs are never ending.Even in those case where marksheets have been issued after proper NOC, she do not issue provisional certificates or degrees. When we fail to provide these marksheets/ provisional or degrees, if the students themselves visit the University they are treated disdainfully and badly harassed and are forced to pay their all fees from first year till completion to get these documents even after we have already paid those fees. Even after declaring the results she is holding marksheets/ provisionals & degrees of lakhs of students all over India pertaining to thousand to centers whereas there are clear cut UGC guidelines that once the student is allowed to appear in the examination under no circumstances any of his marksheet or certificates could be withheld.
I would like to inform you that not only she is making money from centers by withholding hall tickets or marksheets/ other certificates of the centers, I have a reliable information that she has even resorted to issuing single sitting marksheets after the UGC has denied permission distance courses to the University since 2014. I can even produce solid proof for this and also produce even some single sitting marksheets issued to the centers. There are many centers like JK 004, JK 008, JK 012, HR-004 and morewith which she is doing this work of issuing single sitting marksheets and she has never asked any NOC but is issuing marksheets/ hall tickets and all other certificates from these centers. Not only this even after UGC stopped the University from taking admissions out of the jurisdiction in 2012, many new centers out of Tamilnadu state have been opened even after that.
As she is doing all this corruption fearlessly, in the open and with impunity, there is absolutely no doubt that other persons from the University management i.e. Registrar/ Vice Chancellor or even the Chairman could be involved in this and have given her active protection for all her misdeeds. I have tried to bring to the notice of higher management many times, but they are not paying any heeds to it which is a clear cut indication that she is not alone in doing all this corrupt practices.
I have been pained to write all this to you as I am left with no option as I am under severe depression and acute mental dis-balance as on the one hand I have drowned lakhs of rupees over the years to meet with the unjustified demands of Mrs. Shivagami besides paying the University fees and on the other hand even after this she has not been issuing marksheets or has even withholding results/ hall tickets every time. Still marksheets of more than 500 hundred students and provisional/ degrees of thousands of students even after the results are declared and certificates have been applied with proper documents/ fees. The students are badly mauling us, and at times even getting physically violent or even threatening to suicide. In my absence when I am at Salem, they even physically misbehave or even abuse the female staff of our center.
Under these conditions, I bring to your kind notice that if anything happens to any students or to they do any physical violence at our center or with our staff or with me or take any extreme step of even committing suicide as is being threatened by some students, all responsibility will lie with Mrs. Shivagami, Vice Chancellor, Director and the Chairman. If no action is immediately taken against Mrs. Shivagami and my pending marksheets or other documents are not issued within seven days, I shall be left with no alternative but to take a legal recourse through High Court, Chennai.
Hope you will take an immediate action in the matter.
