Vodafone India — recharge request not processed still money deducted from my account.

I am using vodafone prepaid service.
I have done online recharge of rs 198 twice, but the recharge was not success, i got a mobile message with a transaction number.

Even though the transaction was failed vodafone has deducted money (198 + 198 = 396) from my icici account.

Please find the message and transaction details below.

1. "217: your request to recharge 198 inr cannot be processed at this time.
Transaction number is onr[protected]"

Kindly help me to get the refund from vodafone.
