Vodafone — UPC code not generated and facing issues while generating

When I am trying to generate UPC code from my Vodafone prepaid number, getting MSG. "UPC cannot be generated for the reasons: (1)There are subsisting contractual obligations with your service provider. Please contact your service provider for further assistance."

I had visited Vodafone store and also talked with vi customer care,
they said this issue is not in their hands then who will resolve this issue, i also tried as per customer care person said to me to check with number of connections it is also with in the guidelines only but still as in today issue is still the same.

Kindly help mento port out from Vodafone to other service providers
