[Resolved]  Indian Railway — ticket booking through internet

I am trying to book ticket in tatkal kota but in peak season there is no option to book ticket between 8.00 AM to 8.15 AM. Always shown server down.
If there is no option to book in tatkal kota in peak hour then railway need to inform that threr is no facility available for peak hour .
There is one other thing in this time all trains have in waiting list but if you ask to any travel agent for ticket then you can easly find the confirm ticket for any train to pay only extra Rs 300 to Rs 1000 per person.
How is possible if there is no ticket is available.

I am from kolkata as i came for treatment in tamil nadu at vellore cmc hospital most of travel agent booking tatkal titket in online through irctc.
