Indian Railways — Improper allotment of berth for ladies

I have booked train ticket for my wife and me from Vijayawada to Vaikom road (Kerala) for journey on 6.9.11in Kerala express from New Delhi in AC 2 tier.My wife was allotted berth no.45 on confirmation (Waiting list3) the worst berth in 2nd AC and she had to travel alone.My berth was not confirmed as per IRCTC initially . In the train it was told by TTE that my ticket was also confirmed &I was allotted berth no.19.Since I could not cancel my ticket this berth should have been allotted to my wife who was to sit in a II AC compartment (Old and ugly).The TTE it seems had sold the berth no.19 to somebody of his choice.My wife repeatedly reqested for change of berth and TTE refused to give it to her.
Thejourney in Kerala express is hopeless even in AC compartments.The bogies are oldest and ugly.Ladies should be allotted safe seats instead of berth no. 45which is disturbed and unsafe.
TTE may be asked to provide priority to the Ladies and old people to change to the berths if the fellow passenger is cancelling the ticket at the last minute .
