[Resolved]  Rto — NO parking issue, Pune

Near to Gnyanprabodhani school, opposite to Mobile shopee where a no parking board is placed at a corrner and at other side parking board(even dated parking) is there, and on road white colour strip (parking area) is also there to missguide public.
I think RTO people do this kind of things intentionally to trap the public.
Can any body tell me what are the exact documents Traffic Police needs when they stops some one.
(eg driving licence, PUC, Insurance paper(which one), vehical ownership proof, etc ...)

Recently my 2 wheeler was parked one evening from no parking zone at JM Road infront of Hotel Panchali. The vehicle was being picked up by the "blue van" folks. When I went to the place where all picked up vehicles were dumped, my vehicle was kept in a corner wherein it had developed scrathes on the petrol tank and a indicator also had got broken. To my surprise...there was not a single person from the Traffic Police department; only contacts were the youths who tow / pickup the vehicles. They fined me for Rs 300; I paid as I dint want to keep the vehicle lying in unattended way throughout the night. Later when I asked for the receipt, they said that already I had paid a very less amount to take away the vehicle and hence cant give any receipt for that.

Three things which annoyed me a lot were:
1. There was no official authority to release the vehicles neither to receive the payment.
2. With ref to URL: http://www.punepolice.com/compoundingfees.htm. I had to pay only Rs 150/- where I payed double the amount.
3. Lastly is the collection getting into GENIUNE pockets...
Its rather strange that you pay 5rs to park almost every where in pune and pay a parking fine of Rs 500 I wonder whats going on are we getting duped by our very own police cause they give you a recipt for it too
R.R.Ugale a constable in nigdi RTO branch is one of corrupted person i ever seen in my life. Not only he demanded me extra amount(other than fine) to take my bike back but also he speaks very unpolitely.
nway what can expect from govn. employee?
Although i have all documents, still they were not ready to give me my bike.
Finally I have to pay extra amount to Mr. Ugale R.R. to take my bike back.
This is how RTO police bahaves with the common people.
I had the same experience in Nagpur - Someone should really take some action on this.
