India Railway — Refund amount on forced cancellation

Is Indian Railway Making Money? "I was suppose to board Rajdhani Express Train No. 12953 on 30th of May 2015. Just Got an Sms from IRCTC stating: Train No. 12953 is cancelled by Railways. Pl cancel your PNR No. [protected] online to get refund as per Railway Rules. Ticket Cost Me INR 2104.94. So I cancelled the ticket. Got another SMS from IRCTC stating After cancellation Amount refunded will be INR 1540" Imagine, like me thousands of passengers were suppose to board the same train and everyone definitely going for cancellation process as instructed in SMS. WOW a good amount in Lakhs has been earned by Railways without even running the train. This is clear cheating with Passenger, if Railways have cancelled the train, they must refund the full amount to Passenger. Why Passenger will not get the full refund?
