Indian Railways — DID NOT ISSUE TICKETS

Sir/Madam Me and my family members were returning from Tirupati (Andhra Pradesh) on 09/12/2013. All the way we came from Bus Stand to Railway Station. I stood in queue at 05:00. It took me 40 mins to reach the counter. I asked him to issue me the tickets (both in Hindi and English) for the Train # : 57274 (Tirupati - Hubli) which was scheduled to Depart the station at 06:05. Later we went back to Bus Stand and traveled through bus. But that person did not issue the tickets. Later we went back to Bus Stand and traveled through bus. 1.) How to teach lessons to such Foolish Employees? 2.) Is there anyway to punish such people though IRCTC or Indian Railways Board?
