Indian Railways — refundable amount of a cancel waiting list e-ticket

Cause of dissatisfaction was for irctc regarding the refundable amount of a cancel ticket which is in waiting list status. It is very much acceptable if irctc charged for cancellation of a confirmed ticket as it is carry values and significance. But charged for cancellation of a waiting list status e-ticket doesn't carry any meaning as the ticket is valueless.

From my point of view it is not correct. You should charged the consumer where you require some inputs or labour. As of my knowledge it is all system generated procedure. If your e-ticket is in waiting list its automatically get cancelled and you are not permit to travel with the ticket. So please let me know for which labour or inputs or service, irctc charged consumer on such cases in this digital era?
