mistake in passport

My nephew neeraj thakur was issued passport bearing no r5517668. The ibid passport is marked "emigration check required" on the top of one of a page which is meant for a person who is under matriculate whereas neeraj thakur is 10+2 resulted reluctant to sit in plane going to dubai on 25 apr 2018 at airport chandigarh. Lack of subject knowledge in passport offices

This is with reference to the very slow and almost dead services of the passport offices of HP.

Though district Shimla has taken over the responsibility to issue passports for all HP areas, but it is believed that the people hired for this particular department are not fully aware of their product knowledge.

Ask the people who have suffred for long term and they state their pathetic conditions as an applicant.br...
