Pay TM — about amount not transferring and not rolling back to my account

Paytm always keep me waiting, and doesn't solve my issue regarded to my money, they don't reply, they changed my account with same email ID, and I am facing these problems from 8 months.

I booked train ticket via irctc app and paid via paytm internet banking. Ticket is not generated and showing pending with bank.
I tried booking again, and amount got debited again. But no ticket was generated.

I made a bank transfer of 5915 on 15th dec 2018 from paytm bank account but not got the amount into my sbi account. I want to raise a chargeback into my account. i am trying to contact paytm but after letting me wait for 2 hr they just cut my call.
paytm services just frusturated me
