I had applied for below two services online through parivahan website :
1) hypothecation cancellation
2) Change of address
The fee was paid online and required documents along with receipt are submitted in the electronic city RTO. This also included the original RC and NOC issued by the bank.
But after 1.5 months, around Feb1st 2021, I got a call from E-city RTO saying, change of address cant be exercised if the new address does not fall in the limits of the RTO.
I had got all documents verified by the RTO officials while submitting the required documents. I am not sure why this request can not be exercised.
Here I have attached the e_receipt for the fees paid.
Because of covid restrictions, I could not visit the RTO office in person untill January 2022. RTO officer suggested me to cancel the fee I paid for NOC clearance, and assured that hypothecation cancellation can be approved as the documents are right.
With this assurance I was waiting for the hypothecation cancellation to get through. But when I am checking the status of the application today, they have cancelled the fee for hypothecation cancellation request too.
Here I have attached current status of the application, and fee receipt.

I demand the RTO to return the fees I paid for both of the services and process hypothecation cancellation soon. I cant go through the same process again and again, they have enough troubled me a lot.
