Charging wrong amount in electricity bill

In this month AVVNL has sent me a bill of Rs.5841. Meter reader has not taken reading and sent reading without performing his duty. In last month he sent me a bill of Rs.3903. Which is totally unlawful and unjustice to me. My complaint regarding my meter is being tested in laboratory and meter reader has to bound taking reading correctly so unjustice caused due to negligence of meter reader must be removed.
