After several followups and repeated mails i am getting the same reply "Foreclosure is only possible after completion of 12 EMI"

I had a credit card in 1999 and i closed the card in 2000. By then we were owed SCB 7500/-.I applied for a loan in 2009 in SBI.when asked the bank gave me statement saying that my name was in CIBIL and i had to pa 80000/- to SCB.When consulted SCB after a month i got a call from him saying me to come to his bank and clear the due.I had a settlement by paying 30000/-.All this happened because i was not even intimated any time in these 10 years...
