buyer is paying to build a, why not govt charge directly from buyer

Its known fact that builder is charging service tax from buyer n he claims,he deposits it to govt.-why
Govt doesnt get the service tax from builder,that was collected. For sure.isnt it.
Why the govt cant collect directly from buyer.why.if it does so.it will be into multi crores.
Why govt depends on builder for this.why.
Govt should clarify this.must clarify.
If not,it means,govt is helping builders. Rather...

How service tax and VAT on purchase of flat

I have purchased flat in June 2010,
I have selected this flat according my budget. after 1 month in july2010 I came to know that I need to pay service tax as well as VAT,
This amount goes beyond my budget, I have already taken loan from bank, EMI is already cutting, Now How can I arrange this huge amount towards service tax and VAT.
if I knew earlier I havnt purchased the flat.
Anybody can suggest me the way...

I have done BTS Work (Technical work of mobile tower) as a sub-vendor under M/s "Shree Khandal Construction" of amount of Rs 10 lacs. I was told by proprietor of this firm Mr. Sandeep Sharma resident of D-9/144 Chitrakot Sec-9, Jaipur, Rajasthan that the service tax will be payable by his
firm "Shree Khandal Construction" as he is also sub vendor of M/s
Nokia India Pvt.Ltd.and Ericsson...
