School is refusing to issue my slc

I am a student of ggsss no. 2 west patel nagar, new delhi-1100008.
I wanna transfer to sb mills school shivaji marg moti nagar delhi but my school is refusing to issue my slc for months.
Every time they come up with a new issue and when i solve that they again come up with something new .
They aren't issuing my slc and they say that they have orders from cbse to not issue slc.

Dissatisfied with 12th class result

Respected Ma'am/Sir,
I got 89.6% in 12th boards but I was expecting atleast 93% or 94% as I scored 96% in 10th standard. Worst of all, students who scored less than me in 10th class and equal marks in 11th standard got more scores in 12th boards, may be because they were all into pleasing the teachers, unlike me.

Less marks in standard 10

My daughter who was scoring above 95% right from her LKG till 10th pre-board but to my surprise when the result was announced she got only 80%. She studied at Everwin Vidhyashram, kolathur, Chennai. I registered myself for duplicate marksheet in cbseit.in, i paid the respective amount for the same i.e., 270 rupees, and now when i am tracking my marksheet, the site shows your network is not private and it's security certificate expired 5 days ago.
