BSNL Landline — refunding of money still pending

i had applied for a landline connection in dec 2008. it was not allotted till may 2009. hence i gave a cancellation letter on 21st may 09. i have not been refunded the amount yet in spite of innumerable calls and follow ups.

My plan is UL750+, n i had rented a type-1 modem 4m bsnl, , and as such, my bill should have been 1310/-(750 for d plan+60 for rental+500 as security deposit 4 the modem)...bt, ,
my bill has cm up 2 be 2873/-, which includes expenses lyk
750/- in advnce for the nxt mnth, ,
500/- for telephone installation(which is totally unacceptable, as i had already paid 500/- fr registering the phone), ,
250/-(for brdband installatn, , which i did myself w/d ny help 4m bsnl),
my current broadbnd bill...
and a additional service tax of 148/-(god knows why???????)...

i hadnt evn made a single call 4m my landline no. yet...and during the registratn, , i was told of no additional charges, except the plan costs...

what should i do???????
ny advice/suggstn is welcomed...

I want to view my bsnl landline bill in detail .I want to see the total calls that have been made from my numbers . And also want to verify how many call are available within my quota .I can use my phone more efficiently and cost-effective way.
Please suggest me some suitable way.
