I fully agree with you. I feel they are just wasting their money on putting their customer care centres. They are of no use. They are spoiling the reputation of the bank. I had very bitter experience with HDFC Credit Card Division, I feel like meeting their business head and will inform him to see the ground realities then to work on them and see the difference in their business.

HDFC Bank Credit Cards — False Promises
A credit card agent contacted me from HDFC bank. I already have a credit card, but I was promised a gold card from HDFC bank with a credit limit of 3lacs. Consequently I was tempted to apply for it.Now, when I receive the card, it has a credit limit of 40,000 only. When I called up the customer care number, I got a lukewarm response. When I suggested to them that in this case I would like to cancel the card, they very happily said that "please cut the card into 4 peices and throw it away".
Shows an absolute lack of respect for customers. And completely false lies being used to get a customer into their bank!
