Idea Cellular — Idea Cellular - New SIM not activated, Unable to contact 59059

Hi Idea, I have bought new idea SIM today and in evening I got SMS on my alternate number to activate SIM by calling 59059 .I tried to call 59059 but it is not connecting, its says you don't have sufficient balance but i have 22 rupees in my number Pls provide any activate services of my new idea number [protected]. My alternate number is [protected] Thanks,
