Hi All,

I am writing in regards to the self-proclaimed messiahs of the Army Housing Welfare Organization, Sector 47-C, Chandigarh. I don't know why these army men can't live and let live. They were bored of their retired life, drinking, playing cards, and kitty parties of their wives, so they hit upon an idea to extort some money from the people living around them and have some fun in harassing them as well. So, one fine day, they form this Army Housing Welfare Organization, Sector 47-C, Chandigarh and start asking the residents for Ground Rent. I don't understand the concept of this thing, its the Municipal Corporations duty to take care of such matters and if these guys are so worried about the beautification of the locality (to which they haven't contributed anything in comparison to the amount they have extorted over the years) they can do it from their own pocket. And, its these guys who use the grounds to practice golf, play volleyball and hold parties, not us, so they should so it from their own pocket.

I would like to tell you that in these Flats, its not only the army people who are living. Some civilians have bought these flats and have rented them as well. Now, these retired bunch of "wehlas" are becoming a headache for us civilians. No offense intended but we already regard faujis as a "Sanki" bunch and they prove it time and again that its true. When the government has RETIRED them and rendered them useless and is paying them comfortable pension (Which might be more than what we earn after a hard months labor), then why don't they just sit and eat and let us live too.

The members of Army Housing Welfare Organization, Sector 47-C, Chandigarh always come out with new ways to harass the residents with their unreasonable demands. They even didn't spare the poor laborers. We have these guys who come on their "rehris" to collect the garbage, and these guys wanted money from them too and when those garbage gatherers refused, they urged the society residents to use the services of someone "they" had allotted. They have 2-3 vehicles each and park their cars in front of multiple garages and when someone parks their car on the road out of no choice, they make an issue out of it.

I hope that someone from the exploiting bunch of Army Housing Welfare Organization, Sector 47-C, Chandigarh comes across this writing and dissolves this so called ORGANIZATION of theirs.

I request you guys, please live and let live. You are RETIRED now. Pick up a dictionary and read its meaning if you don't understand. You are not supposed to be active anymore and still here you are making life hell for others.

This is a news item I came across in The Tribune, dated January, 1999. The subject matter of this news still exists even after a decade and the matters have become worst. The encroachments done are by these army retirees themselves and their AWHO, sector 47-C, Chandigarh is doing nothing about it as A Crow Won't Pick Another Crow's Eye. They should first demolish the illegal constructions in their houses and then talk about WELFARE OF THE SOCIETY. Just because they have spare time and money are not earning does not mean that they can go on harassing others.

Please read the News Below to see for yourself. You can search with the words AWHO, sector 47-C, Chandigarh on Google to see that this news is authentic. Thanks.

Encroachments galore
Tribune News Service

CHANDIGARH, Jan 19— In the absence of any drive by the authorities concerned, it is encroachments galore in the Army Welfare Housing Organisation (AWHO) flats in Sector 47-C here.

A visit to the sub-sector today revealed that the road berms had virtually disappeared as ground floor residents had encroached upon government land in front of their houses. Angle irons, barbed wires and even pucca concrete structures on both sides of the roads had made the roads narrower, resulting the motorists being inconvenienced.

Besides this, pedestrians are at the receiving end as the residents wash their cars on the roads against the rules. The accumulated water coupled with heavy traffic on the roads have created pot-holes on the roads at many places.

"Water flowing perennially is a cause of nuisance and this coupled with the pot-holed roads has made life miserable for pedestrians", complained a resident. The residents, particularly the elderly and children, find it difficult to move around, especially during night time, other residents alleged.

As most of the owners of the corner flats have erected hedges and other concrete structures, the area has become accident-prone as motorists have to negotiate blind curves.

Meanwhile, the "illegal" construction activity in the flats, often in violation of the building bylaws, has only added to the problems of the residents.

Construction material lie dumped on the roads for the days together, obstructing the movement of vehicles in spite of the decision of the MCC to levy penal charges on dumping of construction material on public places and roads.

Certain other residents alleged that despite these problems being taken up with the civic body many a time, nothing has been done to remedy the situation.
Hey there!!

i live in the same locality & wat u hv said is so true. AWHO sector 47-C Chandigarh is a pain in neck. Most residents r fed of their unreasonable demands bt still comply to them. wat else can v do??
chandigarh cent 143 s.m phone no very argent
Well I live in a civilian area flat in Sector 43. I must say that we Civilians (I have written Civilian NOT CIVILIZED) do real well. I recommend that instead of changing a city you could change your city. There are many other areas you can go to and reside. You will feel very welcome and happy. I agree with you that you are really uncomfortable. Only and Only when you or one of your sons joins the army and goes and dies in a war (Even participate in one) you will change your tune. Thanks for us civilians this country in great.

Today I came to know from Dainik Jagarn meerut that Indian army has obstruct the way from Kali paltan Mandir to Purana RTO.

This is opposing to law of freedom & right to move from any where to any where within the country. Army has ruled out that the path is for general public & for conveyance of public.

Army has taken advantage of security reason & obstruct the road instead of tighting there own security, this should be challenged via public litigation.

I am fully disappointed for this act.

I am Capt Saif Qezilbash who was a second generation into the army. I had taken voluntary retirement in March'08 serving 05 years in the army. With due respect, it is agonising that till date I have'nt recieved my terminal gratuity also my balance arrears. My emails, leetters, telephonic conversations have fallen on deaf ears. I was wanting to book a house and waiting for the money to be released, but the scheme went by and I still haven't got my money from the Indian Army. Are they going to pay for the damage?

This is my endeavour to be heard and get m hard earned money from an institution which speaks of integrity, honesty and claims that army takes care of its men. Is this the way care has been done to its men????

My daughter is studying in APS, Shankar Vihar. Since this academic year they are demanding fees by the way of draft or cash (to be paid in the bank), and not accepting fees by cheque. Now I being a housewife and my husband goes to office, we do not find easy to go to bank to deposit the cash as the bank is located near Gopinath Bazar and we stay at Palam Colony. My husband is unable to spare time from his office, and for making draft also we have to visit the bank and spend extra money as commission for the draft & spend hours in the queue to deposit cash. As cheque is also a legal and valid mode of payments the School do not have any right to not accept it. In view of above the School should accept cheques and in case of default by any parent to their wards should not be permitted to attend school and a heavy penalty imposed on them.

I definitely agree with the comment. APS should accept the Cheque as is being accepted before.

I definitely agree with the comment and the School should accept cheques
I agree with the concern of the parent. I hope Ms. Malini Narayanan knows that cheque is an accepted form of payment. If you do not have flexibility in your thoughts and actions, how would you instill the same in your students.

          A concerned father
I didn't understand why school is not pressurised to AXIS bank to accept the payment of school fee of APS Shankar Vihar in all branchs rather then restricted it to school branch. This will be definetly help the parents.

Retired Army Officer — Non Receipt of Dues

I retired from the army on 03 Nov 08, prematurely. It is sad that despite 8 months having elapsed, i have not yet got my PPO. My DSOPF amount also has not been paid. It is indeed a sad commentary on how much the CDA cares for you. How do they expect a retired officer to survive if they take so long to give pension? I have submitted numerous requests but the CDA does not deem it fit to even send me a reply!!!

              Hi,

There was an accident near aundh wakad road, sanghavi phata (opp chest hospital), Pune, Maharashtra this saturday (4th july) around 11 P.M.

A old man on activa was probably hit by and badly bleading from head. Hi was lying unconcious on the road, wherein the other cars were simply passing by without any offering any help.

We tried to ask each and every auto, car to help and take him to hospital, but none were ready to help.

Meanwhile and indian army jeep passed by. We asked for help and they said they have some other IMPORTANT work and went along. If they would have helped, the old man might have had some hope to live. We forcefully stopped an auto and took him to hospital, were he was declared dead.

It was such a shame I feel about these who dont help the country men when they are supposed to.

I do not know if this is a correct forum to complaint, but I have done so as to atleast make people aware, that no one's gonna help u when ur dying.

              Not so Thankful,
              Kedar.

You are impalpably and silly excited with a cause ..Think of the hundreds odd civilians who simplistically passed by the casuality. Just think off the mentallity of civil stream first .It is awful . Better first have internal Co-operation that expect from Defence Who is just ment for external safety .!!

Who thinks I am an immature kid.

Dear mr. hihgly matured person, If your kid is been hit by a truck, and a fellow human in front of you is not willing to help then will you first think of odd civilians who simplistically passed by the casuality or mentallity of civil stream?

Its really shamefull to read to your reply who talks about internal Co-operation. Doesnt internal cooperation apply to the defence men, who can see the person dying on the road.

Seems like you have gained your maturity by ignoring such things.. thanks for letting me knw that there are such types of people as well.

I totally agree to what Kedar said, i think Mr Seoran might be an army personnel thats why he cant listen the misdeeds of his clan.Shame on him and his mentality.I am son of a retired army personnel, i used to believe in army for the last 20 yrs, but now they have tarnished their name n fame in atleast my eyes.I was supposed to take admission in an army college that required a medical fitness form which was to be signed by any medical officer at Military hospital and Not ECHS, but the thingummies did not signed it after repeated visits to the hospital, actually they treated me as a burden and shifted their responsibility on others.Even a Officer of MAJOR rank, thwarted me away, and showed me the gate.My fault was only that i was talking in proper english, that hurt their ego that how can a lower rank individual's son interact like this.Even after filling the half details he told me to go to someone or asked to go for a civil doctor, at that time i was left in a lurch, and i was only regretting why my father served army for 26 odd years.

i had heard that army men are rude and bit mental, but after passing through the ordeal i had faced i feel the same.

in spite there being roughly 12000 officers shortage in Indian army it is not recruiting the selected candidates who have cleared the services selection board and medicals due to their low position in merit there is no question of merit when there are n no. of vacancies in Indian army and they are not advised to compensate with the standard or quality of officers but these are the selected candidates for army.
It lower downs the morale of such young and bright generation of India who wanted to serve our nation and even made efforts for that and even they proved that they 'YES I HAVE IT IN ME' but are not given a chance.

it would be very grateful if all the selected candidates are accommodated as we all are ready to serve the country with full dedication.I hope Indian Govt. takes some steps to accommodate all selected candidates as we are willing to serve our country just give us a chance.

today (2nd june 2009)i went to army canteen (CSD) ORDENCE DEPOT, WEST DELHI to buy essential grocery for my family i was waiting in line for the bill for last 2 hrs and suddenly 3 people came in ladies line with four trolleys full of commodities and said these are officer's stuff and and the person at the billing counter started checking their commodities without caring about the people standing in line for last 2 hrs when i raise my voice against this partiality they said officers get priority and the head of the canteen came and started saying to me that u keep quiet .

when i went to company commander office (MR. ROHIT) FOR COMPLAINING I CAME to know those people are his friends and he took no action against it .

i want answer from the authorities that officers family or their children time is not as important as company commander's friends.

It is very well evident from the language & content of the comment that the individual is a civilian (who also chose to hide his identity inspite of complaining in an open forum) who may not even be legally authorised to get CSD facillities. Even if the individual has somehow managed to enter CSD, it must be understood that it is not a PDS Shop, Officers & families will definately get priority as Army works on Heirarchy. My sincere suggestion to all such people is to refrain from venturing into 'ARMY' canteens if they are not comfortable with their style of functioning!
It is evident that some civilians want to enjoy the facility of CSD given to army but do not want to get the pains for which the army has been given the facility of canteen at lower prices. On top of it they now want army to function on their terms and treat them as if they are doing army a favour by purchasing items from CSD. In their own departments and offices they are very submissive in front of their senior officers because of possible ire they may face at the hands of senior officers if they do so. Who knows what they may do for convenience of their senior officers.
I am fully agree with above two comments. Can I ask Mr Civilian that when some army personnel comes to their office do they treat them with any special attention, or they treat them as equals as their seniors or colleagues. I have seen in Passport Offices, Banks, Railway Stations and all places that at that time they behave likes alien towards army pers. If you have such a prob than dont visit CSD...lot of Malls are there for pers like you.
                  Respected Sir,
Kindly read this mail with patience and caution. Now I am going to reveal some secret problems to be dealt with. The problems are related to corruptions done in CSK Canteen, Trichy division.
From our canteen many liqour bottles have been corrupted with the influence of the manager. A dealer buys 10 bottles for 400Rs.Even inside the canteen kitchen they are selling in pegs. They are minting money through this illegal business. All the bottles are going out with the knowledge and prior permission of the manager. The main culprit is A.JOHN LOUIS. He is the security in tanjore canteen. Now at present he is in trichy canteen. He is the right and left hand of the manager. At 4 o clock he will leave canteen before his duty time is completed.Only with his knowledge everything moves out,
The customers who apply for smart card will use paper cards until the smart card is given to them. With help of those numbers from the paper card the customers buy goods. After the purchase is over the paper card will be locked.Per day not even 10 paper cards will be circulated but they prepare 20 to 30 paper cards and buy lots of liquors and sell it outside illegaly. This is done with the help of the manager. The person who possess a little computer knowledge can find all these corruptions easily.
For Eg.On 11/03/2010 only three paper cards have been entered.

PAPER CARD NO. ARMY NO. NAME

                  [protected] Chauhan Ajmal

But there are more number of cards been entered, they are

This smart card maintanence is done by Mr.Kaalamegam. A 67 age old man who is working since 2003 but the shocking news is that he is not a canteen staff. He is the binami of manager Mr.Balraj.
Manager G.Balraj and Kaalamegam will not give smart card to the customers at once. They will use the customer's smart card for 2 to 3 months and buy the goods and sell them outside. There are some brokers who get commision of about Rs.100 per Rs.1000. Per day they sell goods worth Rs.50, 000 and gain a commision of Rs.5, 000. Their average commission per month will exceed more than Rs.1, 00, 000. They have 2 to 3 contractors for moving the goods.Everything is done with the knowledge of watchman LOUIS. He collects Rs.500 per negotiation. From the year[protected] each customer was given seperate card for liqour and goods. But the watchman will only give goods card and keep the liqour card with himself. When the customer claims for the liqour card they give a new one. If you raid the manager's house you can get 100's of liqour cards. They have minted more amount of money with the help of these liqour cards. The culprits are Radhakrishnan Asst Salesmen in Tanjore, Rajendran from Vasantha Bhavan Hotel and Kamal. They are all the Binami's of the manager Balraj.
Rajendran knows all the staff's of the canteen. He acts like a Asst.Manager and gives orders to the staff's.He has more than 10 Officers smart cards.
There is a woman who worked in Nagapattinam canteen as a sales woman (Tamilselvi) is now transfered to Trichy Branch. She is at present working in liqour bill section. She joined here with the manager Balraj's recommendation. She even don't know to type her own name in English but she gets the Highest Salary among the canteen staff's. Likewise Jaya a person who worked in Namakkal Canteen is now transfered to Trichy. Another influencial person is the unloading man Pandiyan. He moves out the liqour bills with the help of Tamilselvi.
Pandiyan, Tamilselvi and liqour sales man Ravi with the help of the watchman Louis is doing this illegal business. Manager Balraj is the sole owner of this illegal business. Manager Balraj will correct all the staff's who comes on inspection by taking them to some holy spots and brain washes them.He will give them box and boxes of Money. He always uses vulgar words to abuse all the staff's. Nobody will open their mouth against him. If they do so he will book fake cases on them and send them to Jail. He has corrected all the Policeman by giving them liqour bottle's.
The manager Balraj will give all the loading and unloading charges not in money but in liqour bottles. If a customer misses his smart card in the canteen they will keep it to themselves and if the customers ask for the missing card then they will ask them to bring the F.I.R copy and then ask him to apply for a new smart card.
                  For Ex. Missing Card Numbers...

                  ARMY NO. RANK
                  [protected] GDSM
                  NAME- A.MUTHUKRISHNAN
                  SMART CARD NO. LA[protected]

                  SMART CARD NO. LA[protected]

At the same time the smart cards of the expired persons is used by them for 2 to 3 months and then only they hole the cards. Through a single dealer the manager gets more than Rs.1, 00, 000 money. Under his undertaking there are 5 canteens. So he gains more money which he burries in the underground of his house. He has spies in every departments.Nobody can complaint against him. If done he will easily find it out.For each postman he would give 2 liqour bottles per week. This is because nobody should write to the higher authorities against him and if it is done they will give all the letters to the manager Balraj himself. He will give 4 bottles for the despatch clerks in the station head quaters and ask them to neglect all the complaints before rooted to higher officials. He is acting like a good person after commiting so many crimes.Ther are many Ex service man without a job but he has appointed a 67yrs old culprit. Is this fair? In the coming Month he has appointed many new candidates. They will also work for him. Then the canteen will not be saved at all.
You Army Personnels are our servants not we civilians ...so next time be quiet & come in line...

Subject: Issue of Cancellation and Surrender Certificate

                    Respected Sir,

                    1. I got reservation done for myself and wife from Pune to Varanasi and back on free railway warrant as I am serving in Army. The details of train journey are as under:
                    (a) Train No. 1033 (Darbanga Exp)- Pune to Varanasi
                    (b) Date of travel- 18 Feb 2009
                    (c) PNR No[protected] and[protected]

                    2. However, as the reservation was not confirmed, my wife actually did not travelled by train as mentioned above, in place of that she took a flight to reach Varanasi. Also, I would like to bring it to your notice that I undertook the said train journey and told TC that my wife is not travelling. On this TC marked her absent on the ticket as well in his personal chart.

                    3. Therefore, I request you to issue me cancellation and surrender certificate for my wife’s reservation as she did not travelled by the train and forward them on the address mentioned below.

Arrears of my pension admissible wef 01 Jan 2006 based on Sixth Pay Commission Report have not been credited into my bank account No [protected], maintained at SBI Rajouri Garden New Delhi.

It speaks very low of your organisation since all my colleagues in other banks have already got the arrears.

I request the authorities to get their act together and credit my arrears plus admit enhanced pension forthwith.

I am sure you are not waiting for Ex-servicemen to gather at India Gate to attract media attention to get their dues from a Nationalised Bank!!

Complaint against incorrect Calculations of my enhanced Pension.

My enhanced Pension as per 6th pay Commission award should be recalculated in the light of table provided by MOD Letter NO: 17(4)/2008(1)/D(Pen/Pol). Copy enclosed. I have more than 24.5 years of service as recorded in my PPO ( Copy attached). My basic Pension as would be seen in the column Full Colnol is Rs. 24866. To this the DA etc. will be added and thus the pension should be nearly Rs. 30000 per month and not what is being given.

I request you for an early action.

Dear Sir, i am a serving Army Officer posted in Pune and having a saving account with your bank (LUCKNOW, UP). Its been more than two month now when i applied for a credit card for which i qualify all the laid down parameters. All the required documents were provided to the concerned people twice in two months but nothing actually moved. No one from the concerned authorities took any pains to abreast me regarding the progress. Whenever i contacted them, same old execuse of incomplete document was given which no one bothered to collect from me. This callous and incompetent attitude actually bring a bad name to such a reputed bank. I, finally withdrew my application for the credit card and got all my documents back but at the same time i took it as my moral duty to make you people aware of this incident.
                                  Regards

As India moves forward with every passing day ; the Indian army still sticks to a form of Bonded Labour !!!, by not releasing the Medical Nursing Officers ( or MNS as they are called in the Indian Army) when the medical officers submit their resignation.

I have a close freind who is working in the MNS, and I am myself a civilian . The kind of duties they are bound to are far from the so called "benefits" and pay they get .

Being a civilian this looks to me as an extremely unorganized management and the Indian Govt should take necessary steps to prevent this .

She has to report to the hospital, if she is sick and every time she asks for a off day, ( supposedly to be given once in a week, but it is solely dependent on the management) .. and I mean it

RELEASE - The people working at MNS have joined the duty in their own will and there should be NO legal bindings whatsoever to prevent them from resigning the job .

                                        Some heartfelt comments can be found in the following link ;

Hopefully a combined and joint effort shall make things easier, thus putting an end to all the Indian Army MNS Problems.

Ministry of Defence ... are you listening.
