Indian Railways — unethical behaviour by tte

I had travelled from chennai central to alwaye on the date of 17.02.2019 (Sunday) along with my wife aged 54 and my three children including my daughter aged 21 and two sons in train no 12623 and boarded the train at around 7.30 from the chennai central station. I had already booked 5 tickets in irctc online and got confirmation of successive booking with pnr no:[protected] and booking id :[protected]. Unfortunately i got to know that the said booking is in pqwl status at the last moment when the chart was prepared. So that i had taken general ticket from the station as i was already prepared for the journey. Before the train got departed, i noticed that the general compartment is full, so i thought to leave my daughter and wife in ladies coach. The scene i got in a sight is terrific, that is i found no ladies even for a finger count but fully filled up with gents. I had approached the tte present in s11 coach and notified him the same. His reply was that it is not his headache and its not his duty to check who all are there in ladies and general compartments.!! Also he added that his duty is to take acre of sleeper class passengers only and not those people in ladies coach and general compartments. I was too disappointed of the said reply and requested to get me at least 3 sleeper class tickets for me, my daughter and my wife. Tte replied that almost seats are full and directed us to pay extra ticket charges and penalty of 250 rs/head for not obtaining a ticket. I had already obtained 5 tickets online in pqwl which i had paid online and also apart from that 5 general ticket as well. As i enquired about it, he got irritated and asked to get out the train!!. I replied him that i will step out in the next station and will get in to general coach. On the very next station i stepped out along with my family to get in to general compartment for 3 o[censored]s and to leave females in ladies coach. Again it was found that there is no space even to a pin in general compartment and ladies coach was fully occupied with men with only 3-4 ladies in the coach. So that i came back to s11 coach and stood there as i was not that much confident to leave the females with me in that compartment filled with men. So that i asked the tte about the same, he again got frustated and replied the same that it is not his job to look in to general compartment and ladies coach.!! His interactions and attitude was in such a manner that it is not his burden to take care of passengers other than higher class coaches from sleeper and above. The incidents of delhi rape, soumya rape case and all is still not got down from our minds. The court itself has directed that there shall be two women police persons present in thre ladies coach especially in night. The concerned tte which i had mentioned above is not bothered about such topics and he was saying that it is not his responsiblity or duty to take care of them.
