Improper Sign board and charging with fine

Sir,
This is Pradeep, resident of Munnekolala (Near to Marathahalli). While, there has been an improvement in traffic discipline there are still many areas of concern.
Yesterday (20-feb-11), I had an upset movement when your traffic inspector/police has stopped my i10 car, on Outer ring road, from Marathahalli – KR Puram railway station, by saying my speed was more then specified limit of 60kmph. I was told that I was around 65 kmph and hence eligible to pay fine of Rs. 300/-. Then, immediately, I had a look around for the signs and no distinct visible signs are seen on the plates. Surprised about the letter size on the sign board and the board size (please see attachment, showing pictures).
I have asked the inspector that the sign is not visible; even it cannot attract the attention of drivers nearer to a distance of 25 meters, and driver travelling at left of the road cannot see the sign at all, as the board is in middle and the marked letters are not visible. Thus, we are in trouble? Inspector said that sign board’s design is responsibility of BDA, and RTO, only monitors it. I don’t think this answer is correct. For sign boards, RTO, is responsible, not the BDA. With intention to report you the situation and based on Inspector’s words, I have paid Rs. 300/- as a fine. Details are: CRR no: E/15/1165/17192 Place: M D Pura ring road Time: 20-Feb-11 at 05:19 pm. Another specific thing is that I was going from my home (Munnekolala) to MORE store situated in outer ring road, by joining the ring road via Chinnappanahali. When I join the ring road via chinnappanahalli, I hardly came across any Speed sign board before I come across with traffic police.
Further, I have gone through the IRC-67-2001 instructions about signs (please see attachment).
1) With regard to signs, IRC instruction clearly states that the signs should be clearly visible, and drivers can recognize them easily and in time. I think, you would agree, it is not the case in outer ring road Marathahalli.
2) The speed limit sign should be with a numeral with size 33.5 X 22.5 cm size indicating the speed limit, in a diameter of 90cm (big size) / 60 cm (small size) board. I strongly show the evidence that this type of board does not exist at all. Thus the speed limit sign is non-compliant with IRC instruction.
3) In your instructions / website or any other areas, the mandatory signals list does not indicate any signal containing small letters for speed classification.
4) IRC states that if the speed limits for different classes of vehicles, a Separate definition plate should showed besides using the mandatory numeral board. Having only one board for different class of vehicles does not leverage non-use of the mandatory speed limit board.
Many people are victims of such improper sign boards / communications. Please arrange to refund my Rs 300/- back, it will be great. Please strengthen your system while we appreciate RTO is concerned about the safety of the people on road.
