Aircel — not giving any option for port whether network is not provided

I have an aircel mobile number using form a long time. My that number is registered with different section like bank, office id, government notification and other more. Last few daye, networks fall down and now no network by aircel.
Without an active mobile number, my daily works are hard to do. I want to port but aircel not giving any option via phone or online website. There official outlet are asking for 100/- to giving port code.
Why i will pay for port code. They closed there network without any information. They did not give any chance to switch in other network and now they are asking for money to switch.
Are they cheating or making us fool?

Sir,

I am trying to change from AIRCEL to AIRTEL as there is no network of aircel at my workplace. But AIRCEL is not providing me the Unique porting code. I have send the SMS requesting UPC many times on 26 Feb, 2018but to no avail. AIRCEL guys please send me UPC.
