SUBJECT: Perpetual Fraudsters of Multiple falsification for Securing various Public Documents and Services
A. Complainant: Shanti Devi, a senior citizen woman aged 65yrs w/o Dr Ratan Singh am R/o 8/7 GF, Kalkaji Extn, New Delhi. That since 17 December, 2012 I am the absolute owner of the property A 6 Transit Camp, Govind Puri, New Delhi 110019 and have in my/our name BSES Electric Meters CA Nos.[protected] &[protected] and MTNL land line no.[protected].
B. Accused Family: consisting of Braj [protected]@ Brij Kishor @ Brij Kishor Singh (M [protected]), Anuradha @ Baby Rani @ Dev Rani, Saurabh Singh ( [protected]), Damini Singh (M [protected]) and Shray Kumar Singh (M ([protected])) are resident till May 2016 of Permanent r/o P O Lalupur, Garhiya, Mainpuri, UP 205001.
C. Residence Address of Accused (till May 1, 2016): C.1 Kishor s/o Vir Sahay and Baby Rani w/o Brij Kishor are parents of dependent Saurabh Singh, Damini Singh and Shray Kumar Singh who are holding for decades Voter IDs numbers UP/69/342/0507318 (Part 88 Ser. No. 225) & HJJ 2104792 (Part 88 Ser. No. 227) respectively at address : Permanent r/o P O Lalupur, Garhiya, Mainpuri, UP 205001(Annexure 1 & 2). C.2 Braj Kishor in Aadhaar Card No.[protected] is recorded as permanent r/o Garhiya, P O Lalupur, Mainpuri, UP 205001 (Annexure 1&2 ). C.3 Land Record (खाता संख्या 00460) records Braj Kishor s/o Vir Sahay r/o Gareya, Sansarpur, Main Puri, UP: गढिया : संसारपुर, परगना (मैनपुरी) तहसील : मैनपुरी जनपद : मैनपुरी, उत्तर प्रदेश

F. Evidence Based Complaints of Multiple Forgery
1. Forged Rental Deed (Certificate No.IN-DL[protected]L) (Annexure 3).
1.1 That on 19/10/ 2013 at 12:07 Saurabh Singh as s/o Brij Kishor Singh had bought E Stamp Paper for Forged Rental Deed (Certificate No.IN-DL[protected]L) at address A-6, Second Floor, Transit Camp, Govind Puri, Kalkaji, New Delhi-110019 before his application to Bharat Petroleum Corporation Ltd /Kain Gas Agency at 1406A/13 Govind Puri, Kalkaji, New Delhi-110019(Annexure 3)..
1.2 Saurabh Singh on the date of notarization of Rental Deed as 26/10/13) states Shanti Devi as r/o A6 ( 4 storey building) Transit Camp, Govind Puri, Kalkaji, Delhi 110019 ( Page 1 para 1), “ as well as himself: “Shri Saurabh Singh s/o Shri Brij Kishor Singh r/o A6 Transit Camp, Govind Puri, Kalkaji, Delhi 110019( Page 1 para 2), and in para 3 states me as, “Whereas, Shanti Devi is the owner and in possession of Property No. A-6, Second Floor, Transit Camp Govind Puri, Kalkaji New Delhi-110019. It is impossible that I (owner) and he ( prospective tenant) are concurrently resident of the A 6 (whole ) property and at the same time he is renting it from me.
1.3 How could Shanti Devi (owner) and Saurabh Singh (tenant) could be the r/o same premises i.e. A6, Transit Camp, Govind Puri, Kalkaji, Delhi 110019 and still he made Forged Rental Deed of . A6, Second Floor Transit Camp, Govind Puri, Kalkaji, Delhi 110019 which is beyond any legal or physical angle.
1.4 The e stamp paper was bought on 19/10/2013 12:07 PM from e- Stamp Vendor at Address: R-16, (BB-37), Hans Raj Sethi Marg, Kalkaji Main Road, New Delhi-110019 the first one in Shanti Devi’s ( my) name without myself hich can be verified from e Stamp Paper Registered maintained at R-16, (BB-37), Hans Raj Sethi Marg, Kalkaji Main Road, New Delhi-110019.
1.5 The witnesses whose signatures are well known to me are his father – Braj Kishor (M [protected]) and uncle Moh Zahiruddin Madani of A 705 Transit Camp, Govind Puri, New Delhi 19 (M[protected] & [protected]).
1.6 Saurabh Singh has created forged Rent Deed (Certificate No. IN-DL[protected]L) in my name without my consent or signature. SI Manjeet when assigned to investigate the issue by PS Govind Puri, N.D.
1.7 I O SI Manjeet in his ATR to Sh. AK Garg, MM, Saket Courts on 22.10.16 reported his inability to investigate because the accused Saurabh Singh did not cooperate with him to provide a clear copy of Rental Deed. In fact it was collusion between the two as Saurabh had already submitted copies of such Rental Deed to Kain Gas Agency on 26/10/2013, BSES on 23/11/2013 and Ration Card Office (NSF ID, Circle-51-Kalkaji on 13/8/2015.
1.8 The Criminal Acts in Rental Deed are (Annexure 1-7):
1.8.1 Saurabh Singh got e Stamp Paper issued in my name, signed for me in e Stamp Paper register and forged my signature in Hindi in the rental deed in the presence of Notary .
1.8.2 Saurabh Singh Recorded owner’s (mine) and faked renter’s as r/o of same premises (all four storey); whereas. he is dependent on his parents BRAJ Kishor and Anuradha whose r/o address as recorded in their Voter IDs numbers UP/69/342/0507318 (Part 88 Ser. No. 225) & HJJ 2104792 (Part 88 Ser. No. 227) and Aadhaar Card No.[protected] is Permanent r/o P O Lalupur, Garhiya, Mainpuri, UP.
1.8.3 Saurabh Singh put his signature and my forged signature in the presence of notary and got notarized by Notary SP Verma on 26/10/2013.
1.8.4 He recorded as s/o Brij Kishor Singh; whereas his father recorded his own name as BRAJ Kishor s/o Vir Sahay in his Voter IDs numbers UP/69/342/0507318 (Part 88 Ser. No. 225) and Aadhaar Card No.[protected].
1.8.5 Forged Rental Deed was further used to get Article 4 Affidavit, Kain Gas Agency Connection, BSES Electric Connection and Ration Card.
2. Article 4 Affidavit (Certificate No. IN-DL[protected]L) (Annexure 3).
2.1 The e stamp paper (IN-DL[protected]L) was bought on 19/10/2013 at 12:10 PM from the same e stamp Vendor at Address: R-16, (BB-37), Hans Raj Sethi Marg, Kalkaji Main Road, New Delhi-110019 Within three minutes of buying Rental Deed Certificate No.IN-DL[protected]L of 26/10/13 at 12:07 ). In Article 4 Affidavit Saurabh Singh signed a contradictory statement as, “ I Saurabh Singh son of Brij Kishor Singh aged 20 years (am) r/o A-6 Transit Camp, Govind Puri Kalkaji, New Delhi-110019 and submitted to Kain Gas Agency along with Forged Rental Deed (Annexure 3).”
2.2 Both 1 & 2 documents were bought on 19/10/2013 between 12:07 and 12:10 PM from e- Stamp Vendor at Address: R-16, (BB-37), Hans Raj Sethi Marg, Kalkaji Main Road, New Delhi-110019 the first one in my name and second in his name.
2.3 Both documents were supposed have been signed on 26/10/2013 the same date and time by the same Notary SP Singh, DELHI Registration No. 1938, Govt. of India at the office at R-16, (BB-37), Hans Raj Sethi Marg, Kalkaji Main Road, New Delhi-110019. Office of e- Stamp Vendor at above Address: would be the place to contact the Notary SP Verma or vendor for authentication.
2.4 The contents of the Article 4 Affidavit (IN-DL[protected]L) are based on false premises of declaring himself as resident of r/o A-6 Transit Camp, Govind Puri Kalkaji, New Delhi-110019 but applying for r/o A-6, Second Floor, Transit Camp, Govind Puri Kalkaji, New Delhi-110019 as an accessory to his application Kain Gas Agency (Annexure 3)
2.5 The Criminal Acts in Article 4 Affidavit are (Annexure 1-7):
2.5.1 Forged Rental Deed & Article 4 Affidavit are contradictory within and between the two and hence misleading and fraud which were prepared in collusion with e- Stamp Vendor & Notary SP Verma operating from Address: R-16, (BB-37), Hans Raj Sethi Marg, Kalkaji Main Road, New Delhi-110019. BRAJ Kishor is witness to Rental Deed.
2.5.2 Forged Rental Deed was used as evidence of residence in above affidavit; whereas. he is dependent on his parents BRAJ Kishor and Anuradha who are r/o address as recorded in their Voter IDs numbers UP/69/342/0507318 (Part 88 Ser. No. 225) & HJJ 2104792 (Part 88 Ser. No. 227) and Aadhaar Card No.[protected] of r/o P O Lalupur, Garhiya, Mainpuri, UP.
2.5.3 Date of birth is forged and is misleading causing confusion among two DOBs given in various documents are as 01/01/1994 & 25/07/1994hich are impossible ( Annexure 3).
2.5.4 Election I Card used as proof of Identity is forged as it names him as s/o Brij Kishor Singh; whereas father is actually BRAJ Kishor as recorded in his passport No. 5594617 or in Voter ID number UP/69/342/0507318 (Annexure 1-7).
2.5.5 Saurabh has used Forged Rental Deed as basis of residence in Article 4 Affidavit.
3 Bharat Petroleum Corporation Ltd/ KAIN GAS AGENCY (KGA) :Address:1406A/13, GOVINDPURI, KALKAJI, New Delhii-19 (Annexure 3)
3.1 Saurabh Singh under his signature supplied statements under CONSUMER INFORMATION SHEET as: : Name:. SAURABHSINGH, Date of Birth: 01/01/1994, Father’s Name; BRIJ KISHOR, Mother’s Name: SHRIMATI DEV RANI, Address: A6, SECOND FLOOR, TRANSIT CAMP, PETROL PUMP(Area/ Land Mark), State: NEW DELHI, pin Code: 110019, Mobile No. [protected] and Email ID: [protected]@gmail.com.
3.2 Fraud in Date of Birth (DOB) : Saurabh Singh has assigned two contradictory dates of Birth (1) 01/01/1994 in ‘Consumer Information Sheet’ and Ration Card No.[protected]NFS ID 2529083/ Circle 51- Kalkaji) & (2) 25/07/1994 in Passport No. N 5594617 (RPO Delhi) and in Aadhaar Card No.[protected]Annexure 3).
3.3 Fraud in Parental Identity: Saurabh Singh has assigned two contradictory parental names (1) Braj Kishor & Dev Rani in ‘Consumer Information Sheet’ Passport No. N 5594617 (RPO Delhi), and Ration Card No.[protected]NFS ID 2529083/ Circle 51- Kalkaji) & Brij Kishor Singh in Aadhaar Card No.[protected], Cooking Gas Consumer Profile No.[protected]KGA), Election (AC51) Epic No. ARE 1760925 and in most other documents (Annexure1- 3).
3.4 Fraud By Mother of Saurabh: Anuradha ( mother of Saurabh Singh) on the contrary assigned herself the name as Anuradha in Voter ID / EPIC No. HJJ2104792 at main Puri, UP and Baby Rani in her DUPLICATE Voter ID No. ARE1810398 at kalkaji, Delhi. She is not known to use her name as Dev Rani as declared by Saurabh Singh in ‘Consumer Information Sheet’ or ‘Consumer Declaration’ to Kain Gas agency (Annexure 2 & 3). This amounts to fraudulent act by Saurabh Singh as well as by his parents.
3.5 Fraud of Multiple Residences use by Saurabh Singh: Multiple, different and contradictory residences used in (a) application to Kain Gas Agency included : Parental Address as A6 Transit Camp, Govind Puri, Kalkaji, New Delhi 110019, ; (b) Gas Holder’s Address as (r/o): A6 Transit Camp, Govind Puri, Kalkaji, New Delhi 110019; (c) Address of Premises Rented as A-6 SECOND FLOOR Transit Camp, Govind Puri, Kalkaji, New Delhi 110019;(d) address in Customer Declaration to KGA as A-6, Second Floor Transit Camp ( Rajiv Gandhi Colony) Govind Puri, New Delhi; (e) ownership Address as Shanti Devi w/o Dr Ratan Singh r/o A6 Transit Camp, Govind Puri, Kalkaji, New Delhi 110019; (f) Address by K G A Verification Report as A-6, Transit Camp Govind Puri and (g) address in Customer Profile issued by KGA : 61499651 as A-6 SECOND FLOOR Transit Camp, Govind Puri, Kalkaji, New Delhi 110019; (Annexure 3).
3.6 Customer Profile 61499651:
3.6.1 That on 1/11/ 2013 Saurabh Singh got KGA’s Connection as Customer No. 61499651 at the A-6, Second Floor, Transit Camp, Govind Puri, Kalkaji, New Delhi-110019.
3.6.2 Approval between Saurabh Singh & KGA: Multiple addresses declared by Saurabh Singh and used by KGA are clear cut example of Collusion in the fraud by both Saurabh Singh and KGA which was verified as A-6, Transit Camp Govind Puri at verification but issued Customer No. at A-6 SECOND FLOOR Transit Camp, Govind Puri, Kalkaji, New Delhi 110019 at issuing Customer Profile.
3.7 No FIR registered or action taken by Bharat Petroleum Ltd. Radial No.-7, N-Block, Connaught Place, New Delhi, Delhi – 110001 or Kain Gas Agency address: 1406A/13, GOVINDPURI, KALKAJI, New Delhi – Delhi 110019, India since my complaint made on 24/01/2108.
3.8 The Criminal Acts at Bharat Corporation Petroleum Ltd/ Kain Gas Agency are (Annexure 1-7):
3.8.1 Saurabh has declared as r/o two forged address A-6, / A6 Second Floor, Transit Camp Govind Puri at verification and A-6 SECOND FLOOR Transit Camp, Govind Puri, Kalkaji, New Delhi 19; whereas. he is infact dependent on his parents BRAJ Kishor and Anuradha whose residential address as recorded in their Voter IDs numbers UP/69/342/0507318 (Part 88 Ser. No. 225) & HJJ 2104792 (Part 88 Ser. No. 227) and Aadhaar Card No.[protected] as Permanent r/o P O Lalupur, Garhiya, Mainpuri, UP.
3.8.2 He has declared two separate DOBs as 01/01/1994 in Consumer Information Sheet / Ration Card & 25/07/1994 in Aadhaar Card and Passport ( Annexure 3).
3.8.3 Saurabh Singh records himself as s/o Brij Kishor in Consumer Information Sheet / Ration Card & Aadhaar Card and, Brij Kishor Singh in Customer Declaration& Election I Card but . BRAJ Kishor in Passport
3.8.4 Saurabh Singh includes me as his Family Member and then he produces a Fake woman as Shanti Devi in the Report To Be Submitted By The Distributor After Verification sheet.
4 BSES Rajadhani Ltd (Application No. [protected]) (Annexure 3).
4.1 On 25/11/2013 Saurabh Singh (although dependant on parents) as s/o Brij Kishor applied for electric connection to BSES, E Block ( Near Gurudwara) GK, New Delhi 110048 by using my voter ID, my GPA, false NOC in my name, and false Affidavit under application No. [protected] (Annexure 3).
4.2 Saurabh Singh also used Forged Rental Deed at address A-6, Second Floor, Transit Camp, Govind Puri, Kalkaji, New Delhi-110019 as document no.[protected]; whereas he certified himself as r/o A-6, Transit Camp, Govind Puri, Kalkaji, New Delhi-110019 in his Article 4 Affidavit. (Annexure 3).
4.3 BSES Rajadhani Ltd Electric connection was denied for want of legal documents submitted by Saurabh Singh.
4.4 The above truth has been acknowledged by the Manager, Division Alaknanda, BSES, BSES Bhawan, Nehru Place, ND through a letter dated 23/09/2017 while cancelling his application but did not register an FIR for bringing the culprit to book (Manager BSES 23/08/17).
4.5 The Criminal Acts at BSES Rajadhani Ltd Electric connection are (Annexure 1-7):
4.5.1 Saurabh Singh used my voter ID, my GPA, false NOC in my name, and false Article 4 Affidavit under application No. [protected].
4.5.2 Saurabh Singh used Forged Rental Deed as evidence of residence in above affidavit.
4.5.3 Saurabh Singh uses his father’s name as Brij Kishor in application to BSES and Brij Kishor Singh in his Election I Card as proof of identity whereas . his father is recorded as BRAJ KISHOR as in his Voter IDs numbers EPIC UP/69/342/0507318.
4.5.4 Saurabh Singh uses Forged Addresses as A-6, / A6 Second Floor Transit Camp, Govind Puri, Kalkaji, New Delhi-110019; whereas. he is dependent on his parents BRAJ Kishor and Anuradha whose residential address as recorded in their Voter IDs numbers UP/69/342/0507318 (Part 88 Ser. No. 225) & HJJ 2104792 (Part 88 Ser. No. 227) and Aadhaar Card No.[protected] is P O Lalupur, Garhiya, Mainpuri, UP.
5 Election/ Voter IDs (Annexure 1 -5).
5.1 On 13/10/2013 Saurabh Singh, first among his family (although dependent student) as s/o Brij Kishor Singh got Election (AC51) Epic No. ARE 1760925 by forged means at the forged address A-6 BLOCK- A, Transit Camp, Govind Puri, DELHI -19 at a time when he along with his siblings and parents actually lived at Garhiya, P O Lalupur, Mainpuri, UP 205001 (Annexure 1-3).
5.2 Kishor s/o Vir Sahay and Anuradha w/o BRAJ Kishor are parents of Saurabh Singh, Demine Singh and Sharay Kumar Singh who are holding for decades Voter IDs numbers UP/69/342/0507318 (Part 88 Ser. No. 225) & HJJ 2104792 (Part 88 Ser. No. 227) respectively at P O Lalupur, Garhiya, Mainpuri, UP 205001(Annexure 1 & 2).
5.3 On 20/12/2013 Braj Kishor & Anuradha using Forged Rental Agreement Contract got themselves in the transformed names as Brij Kishore Singh s/o Veer Sahya Singh to illegally get duplicate Voter ID Card, ECI ARE 1810910 on 20/12/2013 and Anuradha w/o Braj Kishore to get duplicate Voter ID Card/ ECI ARE 1810398 on 20/12/2013) in the transformed new name as Baby Rani w/o Brij Kishor Singh which are located in Kalkaji Assembly ( 151 ) part 121, and Page 30(Annexure 1 & 2).
5.4 In Nov.2014 Damini Singh and Shray Kumar Singh are named as daughter and son of BRIJ KISHOR SINGH at A6 Block -A Transit Camp Govind Puri, Delhi in Voter ID No. ARE2131646 and ARE 2133113 respectively.
5.5 This a fraudulent deed that Braj Kishor and Anuradha hold Voter IDs at P O Lalupur, Garhiya, Mainpuri, UP 205001and also acquire duplicate IDs with illegally transformed names as Brij Kishor Singh and Baby Rani at A-6 LOCK-A, Transit Camp, Govind Puri, DELHI -19(Annexure 1 & 2).
5.6 Fraudulent deed is further multiplied by getting Voter I Ds of Saurabh Singh, Damini Singh and Shray Kumar Singh as offspring of illegally transformed name of Brij Kishor Singh.
5.7 Moreover both Braj Kishor @ Brij [protected]@ Brij Kishor Singh and [protected]@ Baby Rani have been unlawfully voting in two States of Delhi & UP in all Parliamentary, Legislative and Local Body elections since 2014
5.8 This is a case of concealment of identities as well of committing a crime of holding two voter rights in two States and that too in different names. It is pertinent to mention here that Mr. BRAJ Kishor along with his family has committed a crime by making Voter Cards at Delhi by foul means as well as well as illegally obtaining a duplicate Voter IDs inspite of being possessors of such rights at Main Puri as revealed by simultaneously holding for decades Voter IDs numbers UP/69/342/0507318 (Part 88 Ser. No. 225) & HJJ 2104792 (Part 88 Ser. No. 227) respectively at address : Permanent r/o P O Lalupur, Garhiya, Mainpuri, UP 205001(Annexure 1 & 2).
5.9 AERO in the reply on 6/2/2018 has completely brushed aside the criminality involved in getting Duplicated Voter IDs by Braj Kishor/ Brij Kishor Singh and Anuradha/ Baby Rani in different names and addresses, false address names used by all of them ( F No./ AERO/AC-51( KALKAJI) 2018/ 1526). Even all the five culprits did not attend when called by the AFRO/ AC-51 on both the dates 16.01.2018 & 20.01.2018. The collusion between the accused and the office of AERO is quite obvious and persistent.
5.10 The Criminal Acts of Election IDs are (Annexure 1-7):
5.10.1 Kishor s/o Vir Sahay and Anuradha w/o BRAJ Kishor are parents of Saurabh Singh, Demine Singh and Sharay Kumar Singh who are holding for decades Voter IDs numbers UP/69/342/0507318 (Part 88 Ser. No. 225) & HJJ 2104792 (Part 88 Ser. No. 227) respectively at address: Permanent r/o P O Lalupur, Garhiya, Mainpuri, UP 20500.
5.10.2 They acquired duplicate Voter IDs in new names as Brij Kishor (not BRAJ Kishor) Singh and Baby Rani ( not Anuradha) at Delhi by Forged means and also kept voting in two states.
5.10.3 Saurabh Singh, Damini Singh and Shray Kumar Singh got their Voter IDs by adopting new parental names and forged addresses.
5.10.4 All the above documents acquired come under falsification of personal identities

6 Acquisition of New Ration Cards by Saurabh Singh, Damini Singh & Shray Kumar Singh: (Annexure 3- 5).
6.1 On 13/08/2015 Damini Singh along with Shray Kumar Singh named themselves as offspring of Brij Kishor Singh and Saurabh Singh as s/o Brij Kishor (in place of BRAJ Kishor) applied at the same time for separate Ration Cards to Food and Supply Inspector of Circle 51, AC( South) Dept of Food Supplies and Consumer Affairs, Asian market: Push Vihar, New Delhi (Annexure 2- 5).
6.2 Damini Singh & Shray Kumar and Saurabh Singh who are dependent offspring of Braj Kishor / Anuradha applied for Ration Cards on the same date of 13/08/2015 between 12:16-12-30 pm writing their addresses as A6 ( all 4 storey) Transit Camp Govind Puri, Delhi 110019 and 2ND floor, A 6 (in part) TRANSIT CAMP, GOVINDPURI, DELHI 110019 in Ration Card No.[protected] and Ration Card No[protected] respectively (Annexure 3- 5)..
6.3 On 31/08/2015 Damini Singh & Shray Kumar Singh as d/ s/of Brij Kishor Singh and Saurabh Singh s/o Brij Kishor (in place of BRAJ Kishor) have got Ration Card [protected] (NFS ID; 2529083, Circle 51 Kalkaji) at A6, Transit Camp, Govind Puri, Delhi 110019(Annexure 4 & 5).
6.4 On 21/9/2015 Saurabh Singh ( sibling of Damini Singh & Shray Kumar Singh) as s/o Brij Kishor (in place of BRAJ Kishor) got Ration Card[protected]NFS ID; 2529083, Circle 51 Kalkaji) at A6, 2nd Floor, Transit Camp, Govind Puri, Delhi 19 part of the same building as A6, Transit Camp, Govind Puri, Delhi 110019(Annexure 3).How could it be possible that 2 NRCs are issued for one family i.e. one for second Floor and other for the whole building i.e. A 6 (in part) TRANSIT CAMP, GOVINDPURI, DELHI 110019and that to dependents as HOF .
6.5 Damini Singh & Shray Kumar Singh are named as d/s of BRIJ KISHOR SINGH at A6, TRANSIT CAMP, GOVINDPURI, DELHI 110019 in Ration Card No.[protected] applied on dated 13/08/2015 concurrently with her brother Saurabh Singh differently written address as s/o Brij Kishor (in place of BRAJ Kishor) in his Ration Card No.[protected] applied at address- A6, 2nd Floor, Transit Camp, Govind Puri, Kalkaji, New Delhi 19. This is an incidence of collusion between Saurabh Singh, Damini Singh, Shray Kumar Singh, BRAJ Kishor and Anuradha with Dept of Food & Supply.
6.6 Two separate DOBs i.e. 25/07/1994 in passport no. N5594617, and Aadhaar Card No.[protected] ; whereas 01/01/1994 in Ration Card No.[protected]one of them is obviously forged). This he has intentionally done to conceal from Damini Singh’s identity who applies for Ration Card on the same date & time of 13/08/2015 mentioning d/o Brij Kishor Singh and a different address as A6 Transit Camp Govind Puri, Delhi 110019.
6.7 Strangely all the three siblings ( i.e. Saurabh Singh, Damini Singh and Shray Kumar Singh) are, dependent on same parents who lived at Gareya, P O Lalupur, Main Puri, UP. 205001 and were regular students at Mainpuri, UP at that time when the Ration Cards were issued in their names at Delhi. It could only happen by proxy and fraudulent means.
6.8 Head of family(Annexure 3-5).
6.8.1 Moreover, New Ration Cards (NRC) have been acquired which are being held by Saurabh Singh as separate HOF of NRC No.[protected] for 2nd Floor and Damini Singh & Shray K Singh got NRCNo.[protected] for A6 Transit Camp, Govind Puri, Delhi-19 (all the floor) at Circle 51, Kalkaji ( DD No. 48B dated 8/11/17). Thus the New Ration Cards (NRC) are being held by Saurabh Singh as separate HOF of NRC No.[protected] for A6, 2nd Floor, Transit Camp, Govind Puri, Kalkaji, New Delhi 19 and Damini Singh as HOF for A6, ( whole building of 4 storey), Transit Camp, Govind Puri, Kalkaji, New Delhi 19 are infact dependent on Braj Kishor who is actually HOF for whole family (Annexure 3).
6.8.2 These New Ration Cards are in addition to that of Mr. BRAJ Kishor as HOF in all other documents including one of Ration Card for 3rd Floor where the whole family including Saurabh Singh (HOF in Ration Card No.[protected]and Damini Singh as HOF along with Sharay K Singh (Ration Card No.[protected] reside as dependent without any job at 3rd Floor of A6 with the parents since May, 2016. The above fact has been confirmed by the FSO [F.A.C. (S)/Msc/F&S/2018/336 dated 31/1/18 ]. It is quite clear that the whole family is involved as fraudsters.
6.8.3 This obvious anomaly of getting NRCs for all the floor inspite of being currently r/o of 3rd Floor A6, Transit Camp, Govind Puri, Kalkaji, New Delhi 19 could be a well planned conspiracy with intention of grabbing the whole building in the name of acquired Gas Connection &New Ration Cards while they were actual permanent r/o Garhiya, P O Lalupur, Mainpuri, UP 205001 at the time of getting the above documents.
6.9 Both the Card holders had applied at the same time between 12;16;04-12:30:16 ON 13/08/2015 to the same officer Dharmender Kumar, VERIFIED BY same FSI Ramesh KAUSHIK AND APPROVED BY SAME FSO SANGEETA VASHISTH. There is a clear indication of collusion between culprits and officers mentioned above who has ignored such a clear cut forgery. It is a definite example of conspiracy with the culprits...
6.10 Saurabh Singh Damini Singh & Shray Kumar Singh with Ration Card No.[protected] &[protected] at A6, Transit Camp, Govind Puri, Delhi, 19and A6, Transit Camp, Govind Puri, Delhi, 19 respectively; whereas all three of them have been found to reside at address as r/o A6, 3d Floor, Transit Camp, New Delhi.
6.11 The letter FAC(S) Misc/ F & S /2018/ 336 dated 21//1/18 states that I Mrs. Shanti Devi w/o Dr Ratan Singh was not found residing at A6 Transit Camp Govind Puri, Kalkaji, South Delhi, Delhi 110019 ; Whereas I was very much there when Mr. Dhamenra Kumar and Mr. KR Sharma from FAC, C 125, DDA Flats Kalkaji visited the premises of A6 Transit Camp Govind Puri, Kalkaji, Delhi 19. I accompanied in their visit to my property at the above address.
6.12 The above letter has even misinformed the Deputy Secretary (Cir), PGC in addition with colluding with the culprits. I have been emphatically denied r/o my property while I had transported the officers for verification to my property. The report signed for AC appear to have been prepared on the table in the office itself without due consideration for field observation.
6.13 The Criminal Acts by Acquisition of New Ration Cards are (Annexure 1-7):
6.13.1 Saurabh Singh & Damini Singh/ Shray Singh are siblings who get Ration Cards as offspring under forged father’s name and forged addresses.
6.13.2 Saurabh Singh & Damini Singh report themselves as HOF where as both are dependent on Braj Kishor & Anuradha.
6.13.3 They reveal their income as Rs. 60, 000/ per annum each whereas they are unemployed, dependent and students.
6.13.4 Both of them record forged and separate residences whereas they live with their parents and are totally dependent on them.
7. Acquisition of Aadhar Cards by Fraudulent Means(Annexure 1-7).:
7.1 Braj Kishor s/o Vir Sahay is holder of Aadhaar Card No.[protected] at permanent r/o Garhiya, P O Lalupur, Mainpuri, UP 205001 (Annexure 1&2 ).
7.2 In 2015 Saurabh Singh, Damini Singh, and Shray Kumar Singh are named as offspring of d/o BRIJ KISHOR SINGH respectively in their Aadhaar Card No.[protected],[protected] and[protected] at A6 Transit Camp Govind Puri, Kalkaji, South Delhi, Delhi 110019.
7.3 Two separate names as ( one of them is obviously forged) s/o Braj Kishor in Passport No. N5594617 & Ration Card No.[protected] and as Braj Kishor Singh in Aadhaar Card No.[protected] and Voter ID NO. ARE 176 0925 are wrong.
7.4 Braj Kishor & Dev Rani are shown as father & mother in passport no. N5594617 by Saurabh Singh which revealed the dichotomy because Kishor Kumar & Anuradha are the names used by real individuals only at Mainpuri, UP and Brij Kishor Singh and Baby Rani at Kalkaji, Delhi by his parents in their Duplicate Voter IDs. Dev Rani is a manufactured entity.
7.5 UIDAI through e mail 1Reply [protected]@uidai.gov.in on Jan 2 at 12:24 PM has asked us as follows; "Please raise Police complaint and take legal actions against the people who have forged documents ( Annexure 7." It seem that UIDAI has abandoned its legal responsibility.
7.6 It is difficult to imagine that UIDAI has passed the buck back to the complaint and not acted against the culprits who have committed crime of concealment of personal identities and multiple residences.
7.7 The Criminal Acts by Acquisition of Aadhaar Cards are (Annexure 1-7):
7.7.1 Saurabh Singh, Damini Singh and Shray Kumar Singh are offspring of Brij Kishor Singh; whereas father calls himself as BRAJ Kishor in his Aadhaar Card.
7.7.2 Saurabh has 3 interchangeable names as s/o BRAJ Kishor, Brij Kishor and Brij Kishor Singh in various documents.
7.7.3 Saurabh Singh, Damini Singh and Shray Kumar record as forged r/o A6 Transit Camp Govind Puri, Kalkaji, South Delhi, Delhi 110019; Whereas Saurabh writes his address as A6 Second Floor Transit Camp Govind Puri, Kalkaji, South Delhi, Delhi 110019 in his Ration Card as well as in KGA Connection and BRAJ in his passport
8. Acquisition of Indian Passport by Saurabh Singh by Fraudulent Means (Annexure 6).
8.1 Passport by Saurabh by Illegal Means: That on 06/01/2016 Saurabh Singh as S/O Brij Kishor & Dev Rani got Passport No. N[protected]/01/2016-05/01/2024) at my property, A-6 Transit Camp, Govind Puri, Delhi-19 by using fake documents or documents based on fake documents or both. It was done without my consent ho is owner of the property.
8.2 Duplicate Date of Birth (DOB) : Saurabh Singh declares his DOB as 25/07/1994 in his Passport No. N 5594617 (RPO, Delhi) and Aadhaar Card No.[protected]; whereas his DOB is 01/01/1994 in his Ration Card No.[protected] and Bharat Petroleum Ltd. / Kain Gas Connection Customer Number 61499651 which is self attested as DOB being 01/01/1994
8.3 On one other hand Saurabh Singh encloses copy of Aadhaar Card No. 8841 3822 revealing as s/o Brij Kishor Singh while filling in the application as s/o Brij Kishor( not BRAJ Kishor) for Ration Card No.[protected] and s/o BRAJ Kishor in Passport. Thus dependent offspring of same father write separate addresses and names of their father on the same day and to the same Ration Card Office.
8.4 Consent by BK Singh o[censored]sing Fake Documents in Support of Passport: That on 28.08.17 Brij Kishor Singh F/O Saurabh Singh even admitted to Special Executive Magistrate, South East District, PS Govind Puri, New Delhi o[censored]sing Forged Documents in obtaining passport (N 5594617 Delhi) for his son: Saurabh Singh. He even declared that the passport itself was fake. (45B, PS GP, dated 10/12/17).
8.5 Moreover, Saurabh Singh and his parents take interchangeable names as BRAJ KISHOR, Brij Kishor or Brij Kishor Singh for father and Dev Rani for his mother who identifies herself as Anuradha or Baby Rani in her Duplicate Voter IDs and not as Dev Rani which is no more than a fantasy.
8.6 The Criminal Acts by Acquisition of Aadhaar Cards are (Annexure 1-7):
8.6.1 Saurabh Singh is s/o of BRIJ Kishor and Dev Rani which are different as recorded in any other documents. Thus both names are false.
8.6.2 Saurabh Singh is s/o Dev Rani, whereas she calla herself as Anuradha in her Election ID No Epic No.HJJ 2104 792 and Baby Rani in her Election ID No. ARE 1810910. Thus Dev Rani has no reality.
8.6.3 Out of three separate names as ( one of them is obviously forged) s/o Braj Kishor in passport no. N5594617, Brij Kishor in Ration Card No.[protected] and as Brij Kishor Singh in Aadhaar Card No.[protected] and Voter ID No. ARE 176 0925 is not only a fraud but a scam beyond imagination.
8.6.4 He writes forged r/o A-6, Block –A, Transit Camp Govind Puri, Delhi-19, India where as he is dependent on his father who is r/o Gareya, P O Lalupur, Main Puri, UP. 205001.as recorded in his Aadhaar card as well as in EPIC No. UP/69/342/0507318.
9. Putting A6 TC on Fire: 9.1 Moreover, during the night of 02/03/2014 Mr. B K Singh and two of his associates intruded into A6 TC Rajiv Colony, Govind Puri ND 19, had set it on fire, deceived us to be innocent, caused us loss in terms of goods and building and strained and misused the Fire Brigade resources.
9.2 In fact BK Singh claimed to have called Fire Brigade and police, whereas, it was actually called Babloo through phone no.[protected] (Div Officer Delhi Fire Services Fire Report No.[protected] dated March 2, 2014 got reissued by BK Singh on 3/10/2016). 9.3 SI Des Raj of PS Govind Puri, New Delhi covered his crime by not registering an FIR and investigating the cause of fire. Further, SI Des Raj of PS Govind Puri issued him letter of innocence without registering an FIR. Thus it shows a long nexus of ill conceived project between Mr. Braj Kishor and family being in collusion with SI Des Raj in 2014 and for a long time thereafter till he retired in the year 2017.
Self Appraisal: It would be pertinent to state that I Shanti Devi (65 yrs.)am wife of Prof (Dr.) Ratan Singh am 71 years senior citizen, medical specialist & university professional [MBBS, & MD (AIIMS), FAATM- Fam Med & AODS (USA) ] who has served the National & International Community at AIIMS, India; UCMS, Benin city, Nigeria; Medical College- of Medical Sciences, University of Garyounis, Libya and Counseling Centers, San Diego, California, USA. Further, I am mother of 4 children who has along with my spouse has brought up medical specialist serving in three countries India, UK and USA.

Conclusion:
Secured Essential Public IDs and Services by Using Forged Ducuments & Statements:
Thus infact Braj Kishor, Anuradha, Saurabh Singh, Damini Singh and Shray Kumar Singh all above listed public documents like Rental Deed, Article 4 Affidavit, KGA Gas Connection, BSES Electric Connection, Voter Cards, Ration Cards, Aadhaar Cards, and Passport through forged means for at forged addresses of my property, A-6 Transit Camp, Govind Puri, Delhi-19 & A-6, Second Floor, Transit Camp, Govind Puri, Delhi-19,
All the documents as explained above along with annexure are either Fraud, by Fraudulent means or both. In this way they all have played with the Constitution of India, Law of the Nation, and cheated the government machinery/ myself. There are clear indications of collusion by issuing or investigating agencies that have supported them to reach Perpetual Fraudsters of Multiple Crimes.

3.1 saurabh singh under his signature supplied statements under consumer information sheet as: : name:. Saurabhsingh, date of birth: 01/01/1994, father’s name; brij kishor, mother’s name: shrimati dev rani, address: a6, second floor, transit camp, petrol pump (Area/ land mark), state: new delhi, pin code: 110019, mobile no. [protected] and email id: [protected]@gmail.com.
3.2 fraud in date of birth (Dob) : saurabh singh has assigned two contradictory dates of birth (1) 01/01/1994 in ‘consumer information sheet’ and ration card no.[protected]Nfs id 2529083/ circle 51- kalkaji) & (2) 25/07/1994 in passport no. N 5594617 (Rpo delhi) and in aadhaar card no.[protected]Annexure 3).
3.3 fraud in parental identity: saurabh singh has assigned two contradictory parental names (1) braj kishor & dev rani in ‘consumer information sheet’ passport no. N 5594617 (Rpo delhi), and ration card no.[protected]Nfs id 2529083/ circle 51- kalkaji) & brij kishor singh in aadhaar card no.[protected], cooking gas consumer profile no.[protected]Kga), election (Ac51) epic no. Are 1760925 and in most other documents (Annexure1- 3).
3.4 fraud by mother of saurabh: anuradha (Mother of saurabh singh) on the contrary assigned herself the name as anuradha in voter id / epic no. Hjj2104792 at main puri, up and baby rani in her duplicate voter id no. Are1810398 at kalkaji, delhi. She is not known to use her name as dev rani as declared by saurabh singh in ‘consumer information sheet’ or ‘consumer declaration’ to kain gas agency (Annexure 2 & 3). This amounts to fraudulent act by saurabh singh as well as by his parents.
3.5 fraud of multiple residences use by saurabh singh: multiple, different and contradictory residences used in (A) application to kain gas agency included : parental address as a6 transit camp, govind puri, kalkaji, new delhi 110019, ; (B) gas holder’s address as (R/o): a6 transit camp, govind puri, kalkaji, new delhi 110019; (C) address of premises rented as a-6 second floor transit camp, govind puri, kalkaji, new delhi 110019; (D) address in customer declaration to kga as a-6, second floor transit camp (Rajiv gandhi colony) govind puri, new delhi; (E) ownership address as shanti devi w/o dr ratan singh r/o a6 transit camp, govind puri, kalkaji, new delhi 110019; (F) address by k g a verification report as a-6, transit camp govind puri and (G) address in customer profile issued by kga : 61499651 as a-6 second floor transit camp, govind puri, kalkaji, new delhi 110019; (Annexure 3).
3.6 customer profile 61499651:
3.6.1 that on 1/11/2013 saurabh singh got kga’s connection as customer no. 61499651 at the a-6, second floor, transit camp, govind puri, kalkaji, new delhi-110019.
3.6.2 approval between saurabh singh & kga: multiple addresses declared by saurabh singh and used by kga are clear cut example of collusion in the fraud by both saurabh singh and kga which was verified as a-6, transit camp govind puri at verification but issued customer no. At a-6 second floor transit camp, govind puri, kalkaji, new delhi 110019 at issuing customer profile.
3.7 no fir registered or action taken by bharat petroleum ltd. Radial no.-7, n-block, connaught place, new delhi, delhi – 110001 or kain gas agency address: 1406a/13, govindpuri, kalkaji, new delhi – delhi 110019, india since my complaint made on 24/01/2108.
3.8 the criminal acts at bharat corporation petroleum ltd/ kain gas agency are (Annexure 1-7):
3.8.1 saurabh has declared as r/o two forged address a-6, / a6 second floor, transit camp govind puri at verification and a-6 second floor transit camp, govind puri, kalkaji, new delhi 19; whereas. He is infact dependent on his parents braj kishor and anuradha whose residential address as recorded in their voter ids numbers up/69/342/0507318 (Part 88 ser. No. 225) & hjj 2104792 (Part 88 ser. No. 227) and aadhaar card no.[protected] as permanent r/o p o lalupur, garhiya, mainpuri, up.
3.8.2 he has declared two separate dobs as 01/01/1994 in consumer information sheet / ration card & 25/07/1994 in aadhaar card and passport (Annexure 3).
3.8.3 saurabh singh records himself as s/o brij kishor in consumer information sheet / ration card & aadhaar card and, brij kishor singh in customer declaration& election i card but. Braj kishor in passport
3.8.4 saurabh singh includes me as his family member and then he produces a fake woman as shanti devi in the report to be submitted by the distributor after verification sheet.
All the documents as explained above along with annexure are either fraud, by fraudulent means or both.in this way they all have played with the constitution of india, law of the nation, and cheated the government machinery/ myself. There are clear indications of collusion by issuing or investigating agencies that have supported them to reach perpetual fraudsters of multiple crimes.
