After learning that the consignment was not received even after a week, I contacted their franchisee M/s Arora Hello Point in DLF Qutab Plaza, who gave me the mobile number of Mr. Amit their agent in Maruti Vihar. Amit assured me that he would try to find about the non delivery.
I also tracked the consignment on their website, and got the following output:

The DTDC office in Naraina informed me that the consignment has been returned to their Gurgaon branch on 12th July, as shown in the track record above. I succeeded in contacting that office after repeated calls on Monday, the 14th July 2008, and one Mr. Deepak informed me that the consignment has been returned to that office and can be collected. I visited the office and was informed by one Mr. Sanjay that the consignment has not till then been delivered to them. He even noted my mobile number and promised to inform me as soon as the consignment is received by them.
I made repeated attempts to contact that office on Tuesday the 15th July 2008, but failed to get a reply. Mr. Amit also did not reply to calls made to his mobile.
This morning (16th July 2008) M/s Arora Hello Point informed me that the consignment has been received in the office of Mr. Amit in Maruti Vihar. This has been confirmed by his delivery boy Ashok when I contacted him on his mobile (provided by Arora Hello Point), but he expressed his inability to return my consignment since he was on a delivery schedule. Repeated calls on the mobile of Mr. Amit this morning (on 16th July) have not been answered. I am at a loss on failing to recover my consignment which has some important documents.
I would like the consumer forum to ask DTDC to explain the following:
1. Why a consignment to a destination where their service is not available was booked by them?
2. Once the consignment had reached their office close to Canacona, where their service was not available, was it not proper on their part to contact the Receiver whose mobile number was given on the envelop?
3. Why the inordinate delay in returning the consignment to the sender?
4. The total lack of coordination between their Naraina Delhi, Gurgaon, Maruti vihar, and DLF Qutab Plaza offices, and insensitivity to the problem faced by a customer – a problem caused by their incompetence at every stage.

Earlier also I have sent many letters / parcels through DTDC and almost all have been delivered in time, except for Bhopal where previously also my letter has been abnormally delayed by DTDC Bhopal office. Kindly enquire and give me the reason.
