Subject:- Notice under Section 19 (1) & 20 (2) of Delhi Jal Board Act -1998

Sir,

Kindly refer to your aforesaid notice supplied to undersigned and handed over to residents of Keshav Puram in the noon of 20.6.2008 threatening that if the water pipe lines are not be replaced within 48 hours, the water connection will be disconnected from the flats of Keshav Puram Area.

In this connection I am on the behalf of the residents of the Keshav Puram Area hereby forwarding their grievances and to request you to reply our following questions which are as under:-

Whether it is possible to undertake the work of replacement of water pipelines within 48 hours of whole the area, if not why such type of orders have been passed on and issued to the residents of this area

Who has passed these orders and why the name of the issuing officer has not been mentioned in the notice? Whether any permission was taken from the higher authorities before issuing such type of orders. Is this the result of complaining the facts to media about the dirty water supplied to this area and just to over come your shortcomings? Now you are imposing penalty on the residents.

That all the water pipe lines are damaged due to over flowing of dirty water from sewer-lines and Delhi Jal Board is fully responsible for that damage. From the last six months dirty water of sewer is overflowing from the main-holes due to sinking of land at the main out let at Kanhiya Nagar or Wazir Pur J J colony side. It has came to our notice from your office staff, that file for placing of tender to repair of the sinking land at main outlet is lying pending since long. You must be aware and witnessed the position that for out letting the dirty water, a pump has been installed at the out side of your office but there is no check whether that has been working properly or not. However from the last few days, the sewer problem has been some what improved, thanks to Delhi Aaj Tak.

The resident of this area regularly complaining for cleaning of sewer lines but no body from DJB was ready to listen and have not bothered to care this area. As a result we have to approach to media and after the flash now some is better than nothing. We would also like to remind you that it is fundamental right of each & every Indian citizen to fight for their rights.

That only dirty water flows in the taps of residents, when sewer overflows and not cleaned. Otherwise no dirty water flows in the taps. The reason of blockage of the sewer line is only the cause of dirty water which has been noticed. It is very astonished that instead of solving the problem of sewerage, you have passed very irresponsible threaten orders for disconnection of water with in 48 hours. This will not solve the problem, rather it will increase the problem.

Due to blockage of sewer-lines, this area is badly effected and many of the residents and children have fallen sick i.e. Typhoid and diarrhea. Medical records are also available. There is heavy rush in clinics/dispensaries and hospitals. Delhi Aaj Tak has flashed the footage of some of the ill children and peoples in the last fortnight.

Can you tell us? Whether Delhi Jal Board can stop the supply of drinking water by this way? Whether we are not paying water bill? Who has passed these irresponsible threaten orders?

Most of the residents have already replaced the pipe lines in last 2 or 3 years but it is not possible for them to produce the documentary evidences. Whenever some has replaced the line, your staff has stopped them to replace and demanded money by arguing that this is not legal and permission has not been taken before replacing the water pipe lines. But can you tell us? Whether any permission is not required for this time as you have ordered to replace the pipe lines of whole the area without obtaining the prior permission by the residents. Whether there is not a law break on the part of Delhi Jal Board?

In the above context, it is requested to withdraw the above notice with immediate effect, stop threatening to the residents of Keshav Puram Area. You are requested to take immediate steps to undertake the repair of sewer lines as it is your responsibility to solve the problem. It may also be noted that resident of Delhi are paying 50 % extra in water bills for sewer maintenance.

sewers of my residence are jam packed and it being a rainy season, it is very difficult for us to cope with this worst situation as there every chances for some epidemic in our house and the near by area .

nobody listens to our complain which had already been lodged at the local complaint office and undue harressment in being faced by me alongwith most of the local near by residents .

an early action in the matter is requested to avoid any worst situation .

I am a resident of Geeta colony, 16 block, delhi-110031. Our colony receives impure & dirty water, which is unfit for drinking, even after repeated filterations. The water we get through our taps, completely defeats the inherent properties of water. It is usually brown, contains visible impurities & tastes horrible. At times it smells so badly, as if it's coming directly from some drains.
We don't even feel like washing our clothes from that water, let alone drinking.
I want to bring to everyone's attention that, if DJB cannot provide safe water for drinking, what can a common man expect for other purposes.
Please help.

IT HAS BEN 3 DAYS THAT THE SEWER IS LEAKING OUT IN THE STREET AND THE DITRTY WATER AND IS OVER FLOWING IN THE WHOLE STREET . WE ARE COMPLAINING SINCE 3 DAYS BUT NO ACTION HAS BEEN TAKEN . Dear Sir,

I live in J Extension, Laxmi Nagar area, Delhi-92...
And Since last one month we are getting very bad water, which is very very very dirty in look and very bad smell

comes from it and too black in color and contaminated, which is not hygenic
Though we boil and filter it but then also the impurities remained in it and we are facing all short of helth

problems.
Now we are buying mineral water, but the comsumption of drinking water is too much in my house almost 20-25 liters

and is costing very expensive(Rs 250.00 perday.)means Rs[protected]/- for water only...then also it is ok if it is for

1-2 weeks or months...
But the supply water in not even good for washing and bathing as they are causing skin problem too..

Now, You tell how can we manage and bear all these expense ...
So, I request you to please, provide us good and better purified water..

Dear Sir,

I live in BE block Hari Nagar New delhi 64 . We have been complaining since 8 days for the supply water which smellls so bad as if water pipeline connected with drain pipeline .
The water is so black and dirty which we can not use for cooking, bathing not even for washing clothes .
Children are suffering from different diseases by using your supply water .
I don't understand what the jal board is doing and why they are not taking action for the same .

Please do it for the sake of our children at the earliest possible time . We will be grateful to you.

I am a resident of B-10 Vasant Kunj. We have no water for the last two days.This is happening quite often.We may be having less water that is understandable but because of some or the other fault water is not available even for drinking is beyoud understanding. I really pity the system, hapless residents are running here and there with private tankers for survival. Kindly act properly.

Dear Sir,

I am resident of WZ-283/74, West Block, Gali No. 1, Vishnu Garden, New Delhi-110018. There is no doubt water shortage is there in whole Delhi, but if in a particular locality in one line only i.e. in Street No. 1 there is acute shortage of water, for ever, and in half of the Gali there is no water at all for the last so many years in spite of repeated reminders to the concerend engineers etc., that is wrong. Actual the water pipe in the street number 1 ends from one side (on the side of C block of Khyala) and the concerned JE knows this. If that is connected to other side also then problem can be solved. We are government servant and we have to wait full night for water and most of the time water is not there in spite of whole night awakening. Sometime in the night around 2'o clock water comes that too for half of street. The rest half lof the street is without water and this is not new. For the last so many years we are facing problem. There are two ways to solve this problem either the pressure should be increased in this particular street or the water pipe may be connected with other side of C block of DDA khyala. According to the rule water pipe should not be at end and water should be rotate. If this problem is solved we the resident of Gali No. 1, West Block, Vishnu Garden will be very thankful for this noble act. An early action will be highly appreciated.

Dear Sir,

We are resident of Durga Vihar, New Delhi – 62. We are facing serious problem of water for last 2 month from Quarter No. B / 131 to B / 148 due to improper distribution system of water supply or pipelines. Some Quarter are getting as much water as not imagine. They wash their whole house, and outside road, daily given water to plants and wash their vehicles and animals through supply water. And we are not getting even a single drop of water through supply. Here is Tube Well used for water supply.

We weekly call the local water tank supplier regarding water and pay money to him. And also pay regularly bill payment to Delhi Jal Board. We use water like ration. Three child bath through 1 balti water in between 3 day frequency. Clean floor in 3 day frequency.

I requested to you kindly check it out the reason behind such discrepancies of water supply in same colony.

No action has been taken so far on my complaint. I have not been informed whether action has been taken or is being taken so far. There is no use of opening such complaint box when no action is taken. It looks this is only wastage of time. I shall be grateful if at least I may kindly be informed that some action is being taken. Any how let us wait.

i the above name resident of RZ_567/1 gali no -21, sadh nagar palam newdelhi wants to bring in yourkind notice that we are being supplied with water tanker from D-block Janak Puri and records of the same is maintain at the said office of J E .
that i was shocked and surprised to know that as per records of delhi jal board registr kept in j e office we are supplied with a water tanker every day but in fact we are getting the water tanker only once in a week . and on my quiry the said j e started soughting on me for no fault of mine .
it is there for eequested to your good selfthat kindly direct the concerend official to provide water tanker daily and also take action against the said j e according to law .

Delhi Jal Board — BURSTING OF WATER SUPPLY PIPELINE

Local underground Water supply Pipeline laid besides the road side has been brusted and during Morning & Evening when water supply restored, the valuable water over flows from the leakage point and lot of valuable water is unecessarily is flowing. This leakage must be supplying poluted water to the residents. This clean water prone to breeding to DENGU MOSQUITOS also.

You are requested to send your Engineer - Complaint attending team at the following address to immediately stop the leakage of valuable water :-

Ref. complaint No.98f77 & cf4fe & Control Room Complaint No.17392. People of Delhi Jal Board came at site and big hole digged by them to repair the burst Water Pipe line has been left open. Since the repair carried by them could not stopped the leakage of water and the big hole left open with full of water.

1. Anyone can fall in this hole.
2. Impure water supply is being given to residents.
3. Cover the hole with mud after ensure that leakage has completely.

Dear Sir

I am a resident of Block 37 Old Rajinder Nagar, New Delhi. Long back somebody from the locality constructed a Piao on the road connecting Rajendra Place and Shanker Road. Nobody is looking after its maintenance. The purpose for which it was meant (for the passersby for quenching their thirst) is defeated as this Piao is never cleaned and moreover it may lead to culmination of diseases like malaria etc.Hardly any person use it for dringking purpose. The only pur[pose it is serving is that the water is being used by car cleaners for cleaning cars. Now there is no no tap and the water is running waster throughout day and night. It causes nuisance in the night as well as leads to the growth of mosquitoes. It is requested that this Piao may please be permanently closed which will save the previous water being waster throughout the day.
