[Resolved]  Greater Noida Authority — BHS 09 SCHEME, Greater Noida Authority Complaints - Different circle rate in two schemes in the same Sector (XU II Greater Noida)

Respected Sir,

I would like to inform you that 3 months before, I applied for BHS 09 Scheme. Lucky draw was announced by Greater Noida Authority on 29th May 2008. My name was in that list. I have paid my application and allotment money of Rs. 9 lacs. Now, I come to know from Greater Noida Authority's website (www.greaternoida.com) that there is a new scheme launched on 3rd July 2008 in the same sector XU III.

Note:
Plot areas for both the schemes are same, but the cost of House has large difference. The authority staff is not providing me the correct information and even they are not picking the phones.

In BHS 09 scheme (which I have already applied), I will get a 120 Sq. Mtr. House (with ground floor construction) with the cost of 30 Lacs. But In the new scheme, you can get a 120 Sq. Mtr. Plot with the cost of 12.6 Lacs in the same Sector XU III.

Note:
The circle rate of that area is Rs. 10, 500 per Sq. Mtr.
You know that the cost of constructing of a single story can not be more then 6 Lacs.

If you compare both the schemes you will see that either they are charging 17.4 Lacs to construct a single story, or charging the double circle rate for the same area.

This is really creating a problem for me. Its look like that my hard earned money is going to waste on this. So i need not want to join this scheme further.

I am looking forward for your support
I want to withdraw my name from the BHS 09 scheme and I want my entire registration and allotment money (Rs. 9 Lacs ). I need not want to pay any penalty or deduction on this account.

To creat pressure on greater noida authority all member should write each month two post card to greater noida authority. they receive 6000 post card every month regarding price reduction and interest off of xu-2 &xu-3
price of bhs08 scheme was 25 lakh only. time gap between bhs08 &bhs o9 is hardly three months only.in three months how it is possible to price increse by 20 %.

pressure banane ke liye yah bahut bara hatiyar sabit ho sakta hai.
hame fine ke rup me (233000*2)/12*100=388.33 per month extra lagega.
400 rupya extra koi bahut bara rakam nahi hai.

नोएडा।। अगर आपके नाम नोएडा या ग्रेटर नोएडा में कोई ऐसी प्रॉपर्टी है जिसे आवंटित ह
ुए 6 महीने हो गए हैं, लेकिन आपने उसकी रजिस्ट्री नहीं कराई है तो जल्दी करें। 11 दिसंबर के बाद ऐसी प्रॉपर्टी पर सर्कल रेट से स्टांप शुल्क वसूला जाएगा। इस संबंध में शासन की तरफ से आधिकारिक आदेश स्टांप विभाग के पास आ चुके हैं।

गौतमबुद्धनगर के डीआईजी स्टांप विजयदेव शर्मा ने बताया कि अभी तक नोएडा में आवंटित प्रॉपर्टी की रजिस्ट्री कराने पर शासन अथॉरिटी के अलॉटमेंट रेट पर स्टांप अदा करने छूट देता आया है। हर साल यह छूट एक साल के लिए बढ़ जाती थी। शासन ने इस साल यह छूट 12 जून से 11 दिसंबर 2009 तक के लिए दी थी। इसके बाद हर प्रॉपर्टी पर सर्कल रेट लागू माना जाएगा। इसके बाद 6 महीने से ज्यादा पुराने सभी आवंटियों को सर्कल रेट से स्टांप शुल्क देना होगा।

कितना पड़ेगा अंतर
अगर 200 वर्गमीटर का प्लॉट है और उसकी अनुमानित कीमत 6 लाख रुपये है तो 11 दिसंबर तक रजिस्ट्री कराने पर 36000 रुपये स्टांप देना पड़ेगा। वहीं 12 को सर्कल रेट लागू होने पर इसी प्लॉट की कीमत 40 लाख रुपये हो जाएगी। इस पर 2 लाख 40 हजार रुपये स्टांप देना पड़ेगा। इस तरह कुल अंतर 2 लाख 4 हजार रुपये का होगा।

क्या होगा असर- नोएडा शहर में कई सेक्टर ऐसे हैं जिन्होंने अभी तक रजिस्ट्री नहीं कराई है। इस समय अथॉरिटी में ए से लेकर ई श्रेणी तक की पांच कैटिगरी हैं। इनमें दरें क्रमश: ए- 39 हजार 600 रुपये, बी कैटिगरी- 27 हजार 500 रुपये, सी कैटिगरी- 20 हजार 100 रुपये, डी कैटिगरी- 16 हजार 800 रुपये, ई कैटिगरी-14 हजार 400 रुपये। यही रूल ग्रेटर नोएडा में भी लागू होगा। उदाहरण के रूप में सेक्टर 92, 105 और 108 में अलॉटमेंट 5 से 7 साल पहले हुआ था। यहां तब अलॉटमेंट रेट 2800 रुपये प्रति वर्ग मीटर से 3700 रुपये तक था। अब अगर सभी ओरिजनल अलॉटी 11 दिसंबर तक अपनी रजिस्ट्री करा लेते हैं तब इनके स्टांप 2800 रुपये या 3700 रुपये प्रति वर्ग मीटर की दर पर होंगे। वरना इन सेक्टरों के सर्कल रेट 20 हजार रुपये प्रति वर्ग मीटर पहुंच चुके हैं। इसी रेट पर लीज करानी होगी।

कब्जा मिलने में देरी हो तब एग्रीमेंट टू लीज कराएं- डीआईजी स्टांप का कहना है कि यदि आपकी प्रॉपर्टी पर कब्जा नहीं मिल रहा है तब आप एग्रीमेंट टू लीज कराकर इस छूट का फायदा उठा सकते हैं। वरना आपको सर्कल रेट पर स्टांप शुल्क देना होगा। खास बात यह है कि गवर्नमेंट के इस फैसले की भनक अभी ज्यादातर आवंटियों को नहीं है।

I want to withdraw my name from the BHS 09 scheme and I want my full registration money Rs. 3.00 lac, allotment money Rs. 6.00 lac & Two installments of Rs. 7.00 lac (Rs. 3.50 Lacs each ), the total amount already paid to u is 16.00 lac. I am also paying the interest on SBI Loan & LIC Loan. along with your interest for the house / plot which you have not given to me till now but you are charging the interest for the period I have nothing in my hand. Now I am going to be a bagger & now nobody is ready to give me loan for further payment.

In view of above, I request your good-self to kindly refund my full money of Rs. 16.00 lac alongwith interest of Rs. 1.00 lac I have already paid to SBI & LIC at the earliest possible so that I may be in a position to invest my share in some other affordable scheme.

Sir, kindly don't mind as this is a case of absolute cheating & harassment only so I further request you may give me an opportunity to convert this House scheme to only plot scheme.

It so happened in my last visit to the site to check the development on the construction front & all I found was barren land without any sign of construction. Our hard earned money is given as an advance & that too at a high cost.I agree with all the viewpoints mentioned & would appreciate if any development can be updated through this forum..

We allotees of bhs09 scheme will have to do our lease deed at cost of house 30.0 lacs and not on any circle rates. If circle rate revises then will they increase the cost of house for lease deed purpose? I think they cannot as they still have not been able to bifurcate about cost of land and construction. In my view till the circle rates of our sectors touches beyond 25000/sqm no need to worry as we already are going to pay lease rent on 25000/sqm cost ( 30 lacs for 120 sqm house)

they answered me, this scheme is not for xu-2 &xu-3.
it is for old scheme allottee. who not taken registration after issued order for registration.
donot worry regarding registration.

hame dimand karna chahiye ki authrity hame paisa lota de.
12.6 lakh jamin ka aur 10.0 lakh construction ka.
maximum 25.0 lakh(bhs08 ki tarah)
yadi authrity ko lagta hai ki 30.0lakh +5.5 lakh (interest) =35.5 lakh price sahi hai to authrity hame land de de or jitna paisa diye hai, bina fine ka hame return kar de.
ham apna interest bhi chhorne ke liye reddy hai.
