[Resolved]  Indian Railways — Deficiency in service

I travelled from Howrah to Patna by 2305 Kolkata Rajdhani Express on 7th June 2009 with my son. Our coach No was A2 and berth nos. 18 and 20 . Our PNR No.[protected].
We, and the other passengers travelling from Howrah to Patna by 2AC coach, were not given Bedding/bedroll even after requesting for the same. Surprisingly, passengers travelling in 1A and 3A coaches for the same sector were given bedrolls. Even after bringing this to the Notice of TTE/TC, no action was taken, as they supported the Attendant.
I request you to state the official stand of the Railways in this regard.
1. Are bedrolls to be issued in 1A/2A/ and 3A coaches onthe 2305 Kolkata Rajdhani Express for the Howrah-Patna section?
2. If so, can any action be initiated against the defaulting staff?
3. Does the Railway chargeany amount towards bedrolls? If so, can we clain refund of this amount?
4. If so, can we claim compensation?

Sir,

It is unfortunate to bring to your notice the following facts in respect of the reference given above:


1. On 15th September 2008, I booked an e-ticket for my wife (Savita Kapur) and self (J. C. Kapur) for travel back from Allahabad to New Delhi on 1st November 2008 by 2417/Prayag Raj Express, 1st Class ACC; both being senior citizens.

2. We were waitlisted at 1 and 2 right from the time of booking. The seats were not confirmed until 8:30 p.m. on the date of journey because the charts were not prepared till that time (the train leaves at 9:30 p.m.) and we were asked to personally come to the Allahabad Railway Station to check the same at time of departure of the train.

3. The charts were pasted on the train at about 9:00 p.m. and one of our two seats was confirmed. For obvious reasons, being old in age, it was impossible for one o[censored]s to travel and the other to be left behind. The train attendant/ conductor permitted us to board the train and assured to give give us a seat if it were available in any compartment.

4. The real humiliation began after about two hours of the start of the train.

5. The conductor declared one o[censored]s as traveling “without ticket” as one of the seats was not confirmed and according to him it was automatically cancelled. He also specified that the money for the automatically cancelled ticket would automatically be refunded to my account on-line.

6. Since he declared one o[censored]s as traveling without ticket and the self-printed e-ticket not being valid any more (since, according to him, it was treated as refunded ticket), we would be required to pay the full fare (without any concession for female senior citizen) plus fine for traveling without ticket. Thus we were charged Rs. 2115/- (Rs 1665/- as fare for one passenger + Rs 450/- as fine for traveling without ticket) vide receipt no. 165440, dated wrongly as[protected]instead of[protected].

7. While on one side we were humiliated and insulted for traveling without ticket, on the other we were charged the fare and fine without providing a seat in the train.

8. The most shocking thing is that the claim of your conductor that we were traveling without ticket and that the refund would be made automatically is false.

9. Hoping that a responsible senior officer of the railway staff (train conductor in the 1st ACC Coach) would know the rules and not harass the passengers, and to give sufficient time to the IRCTC to make the refund, I did not bother you with a complaint earlier.

10. After two weeks, when I checked my account/status of the refund with IRCTC online and my bank, I was shocked to find that the refund has not been made to me.

11. All this implies the following:

a. You have charged twice for one journey from the same passenger.
b. You have insulted and humiliated a senior citizen couple by declaring them as traveling without ticket without adequate reason.
c. You have severely damaged the reputation of two highly respectable and educated senior citizens, one of whom retired as a Professor from a highly reputed Institution of the Government of India and the other retired as a Principal of Kendriya Vidyalaya Sangathan.

Under the circumstances, this is to request that an immediate action in the matter be taken, including refund of the sum of Rs 2115/- charged from me during the journey along with the compensation for damages for the harassment, insult, humiliation, mental agony, and loss of reputation caused to me and my wife who are both highly respectable senior citizens.

Prayag raj exp. is an iso train but the toilets not cleaned preperly as they smalled very bad from the starting point.
This is absolutely right.

ISO Standards are not at all met.

Toilets are not clean.

journey is not comfortable. Train is jerking like any thing. compared to an other train.

I agree with the complaint against the high headed attitude of the railway staff. I was travelling by the 1077 Jhelum exp on 23 Feb 10 from NDLS to CHKB on ticket PNR NO[protected] in bogie no CR00120. We were issued with a bedding which was not clean. On complaining I was issued with a fresh bed sheet which was no better than the previous one. On opening the second bed sheet I noticed that the bed sheet was torn and had a gaping hole of appx 3 feet. I asked the TTE to get me the complaint register three times but the complaint register was not given. The reply was that the attendant will change the sheet so there is no need to complaint.

Moreover the wash basin in the toilet was choked and no conservancy staff was available to clean the coach or the toilets at NDLS, nor any stn thereafter. This is a normal trend with the railway staff. Can some action be initiated against the TTE and the attendant?

Dear sir,
I was travelling from DHANBAD TO HOWRAH by 2308A on dated 4th june10. I was having Reserved berth no-21/Coach no:S-5 vide PNR NO-[protected]. The train departed from Dhanbad at 0000hrs. The coach was having atleast 50 nos unauthorised psg who were sleeping on the floor. With great difficulties when I approaches towards my berth it observed that some person has occupied my berth.On asking to vacate the berth the person told me that this was alloted by TTE.I could not find any TTE through out night. Also no TTE checked my e-tkt. I spent a sleepless night. My question is
1)who is responsible for my suffering.
2)How so many unauthorised psg entering in the Reseved coach in addition to limited (72)nos of berth.
3)Why TTE has not checked my ticket.
My request is kindly look in to the matter so that no passenger should suffered sleepless
night me like me and TTE should be available and check ticket as per chart. Guilt TTE should be punished.
