[Resolved]  Passport Office Hyderabad — Queue management for PCC from passport office

Today (23 March2010) I visited Hyderabad regional pasport office to get my PCC at 6:00 AM in the morning only to find that there were more than 500 people in the queue and many of them had spent the whole night on the dirty footpath in front of the gate. At 9:30 AM when the gates were opened some 100 people were allowed after that the line was very slow and around 12:00 I had to return disappointed.
My question is :
Why RPO hyderabad cannot give me a future date appointment ?
Why should a government department say we can serve only 300 per day when the demand is for 700 per day. At least give appointment to everyone in the queue and ask them to come at the appointed time and date.
