Why All Borivali fast trains are not 12 Coach

There are some fast train which are running in peak hours are 9 coach, this is creating problem to commuters. For e.g

1- 18:46 from churchgate is 9 coach trains, here the timing between 2 borivali fast trains is 16 mintus.

2- 18:35 Dadar to Borivali Fast train is also 9 coach
