I am a seafarer and had applied for Indian seaman book (Cdc) in February 2019. The address at the time was in Tamil Nadu. It took around 3 months to get that cdc delivered but I relocated to Dubai where is my work place, so it got returned undelivered to dg shipping Kolkata.

I got speed post no. Em[protected]in for it's delivery. But while tracking the speed post no it's delivery destination pin code is showing 281204 which is a postal code in uttar pradesh. And it was delivered there on 26th feb. I called on post office in raya...
