I was very happy to find BJP in Haryana with a hope that new Govt. under the leadership of M.L. Khatter will listen the problems of General Public.I was overjoyed to find the consumers complaint to CM .My wife had a fall while at POONA, & became bed ridden for 4 months. Later on she was diagonis as CANCER. Heavy expenditure incurred for her treatment, & still lot of expenditure is incurring for her treatment.In order to meet the expenditure, I left no option, but to sell my subject cited plot. I applied NOC on 11.10.2016 to Estate Officer, HUDA, Hissar, & met personally, & explained my position.He himself could have taken the decision on issue of NOC, but preferred to send the ball in the court of CA, HUDA, PANCHKULA. He requested him to advice whether NOC can be given, & the said plot falls under Double/Multiple allotment vide his letters No.5837 dated 6.5.16 followed by remainder 21676 dated 11.7.16.I also contacted CA office personally, as well as through various letters & e mails, but no reply from any end has been received with the result, that I am suffering between EO, HISSAr & CA, Panchkula.10 months have gone, but no reply whatsoever is there have been received so far.When I try to contact on telephone, no reply comes. I lodged my complaints in the consumers complaint to CM two times, but no reply. I lodged RTI, which has been received in the office of HUDA, Panchkula, on 23.7.16. They don't bother to reply even after the expiry of 40 days. I also lodged RTI in the office of EO, Hissar. Though I received the reply, yet reply was so absurd as if this has been `written by uneducated person. It seems that, in Haryana there is no LAW & ORDER. HUDA is under the charge of CM.We can well imagine the working of other departments.I have also retired as CLASS I Gazetted officer, but I cant imagine the behavior of Class I officer with other retiree class I officer. I am writing all these, because I am in deep trouble due to illness of my wife with CANCER, & myself is suffering from HYPERTENSION.I feel extremely sorry for harse words, but try to understand my problem.

It is matter of great concern that I filed the complaint in July 2016 and so far this has not even been studied by any one concerned. Really shameful. What for we have opened these out lets ? Just to make mockery of general public? Again shame on all concerned. If really some body feels concerned then he must come out to face the challenge, other wise the authority who opted this facility for the general public should take this onus of negligence.
