Updated by Dssenthil Following is the response after 27 days of struggle. They have decided not to give the money back. It is established that there is a balance which is confirmed in the email below. Not sure why they want to see my statement. I have requested for that balance amount to be refunded, which is not going to happen as I see in below email. I have requested for the formalities to take this forward. My lawyer says, we can get the money back with interest. I have all the recordings of the interactions. I will also use this post as a proof for my complaint.

This is in continuation to our mail dated 17/07/15 regarding your HDFC Bank credit card account.
We are fully sensitized to note that your recent interactions with the bank have not been upto your satisfaction. We wish to reaffirm that it is our primary endeavor to ensure that each and every customer experience is made pleasurable as we go along. We assure you that your feedback has been shared with the concerned as appropriate for suitable review .We sincerely regret the inconvenience caused to you in this regard.
Our records indicate that you wish to avail the excess balance refund of Rs. 23, 333.04 available on your card account as on date. We note that the dual payments of Rs. 51, 644.00 effected to your card account on 01/07/15 has caused the excess credit. In view of the same we request you to share the debited account statement vide return mail, for the above transaction to proceed further. We regret our inability to do the needful in the absence of the debited account statement.
We also wish to inform that the excess credit shall also be adjusted towards your subsequent credit card purchases.
