I paid my electricty bill payment as on date-12/7/2016 time-8.17am through paytm online recharge, but bill trancation failed, but paytm debit my money from my bank account, order id-[protected]

But pay tm say that, this transaction failure
But not show my wallent balance, show this zero balance in my wallet account, when i email about this matter, they say that ur money given back in 5 days at your bank account, but still date-18/7/16 not recevied my money,

I call paytm customer care about 10 to 15 timer, but thier no reply from there,
I want take legal action against paytm company
I got so much pain about that this mattrer, when my money debit my bank account, this date is the last date of bill deposit date from electricty department, when money debit, ele. Department charge penaltey because this incident, meney amount ki udhar ki manage other people se kari thi, so plz help to give my money back
