Reliance Communications — unable to send sms or sms not delivered

Hi! I am from odisha.. I hav a problem with my gsm card... I cant send messages.. I mean, i send them, but they are not getting delivered.. Everything else is working fine for me... Outgoing calls, incoming calls n messages... The only problem i'm facing is my messages are not getting delivered, not even the local ones... Kindly help as soon as possible... Dear sir,
I have been using rcom since 7yrs. I am not able to get incoming calls. I wanted to port my number but the message is not being processed.
It says insufficient balance despite of having sufficient balance in it. Looks like rcom disabled the port option.
Please do the needful.
